Position Title: Contract Program Manager
Location: Guantanamo Bay (GTMO), Cuba

Responsibilities:
The Contract Program Manager must have at least ten (10) years of experience managing DoD Security Operations projects.
Must have experience with Government contract project scheduling, tracking, risk analysis, cost management, personnel management, project performance evaluation, and process improvement.
Responsible for all phases of contract management to include: workflow, resource management, quality of the program and deliverables, timeliness, risk assessment, and program performance.
Ensures the performance, completeness, and accuracy of work assigned under the contract to achieve the performance objectives.
Manages the project staff and coordinates with the Government COR on contract requirements and concerns.
Tracks each project's progress against goals, objectives, approved budgets, and approved timelines. Reports status and variances. Creates action plans to meet objectives, budget, and schedule.
Demonstrates abilities to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
Implements change management routines to assess change requests, make recommendations, and secure customer approvals. Assesses change requests to determine their impacts on scope, budget, schedule, quality, and risk.
Prepares and provides quality contract deliverables to the government on time.
Establishes processes and assigns appropriate resources to fulfill contract performance requirements effectively.
Required Experience:
Must have a Top Secret/SCI security clearance.
Must have at least ten (10) years of experience managing Department of Defense (DoD) Security Operations projects.
Must have a minimum degree of a Bachelor of Science or Bachelor of Arts
(BS/BA).
Must have or be able to obtain Project Management Professional (PMP) certification within six months of contract start date.
Must have working knowledge of DoD and Intelligence Community (IC) directives, regulations, and procedures governing the DoD Security Programs.
Must have knowledge of DNI, DoD, and SCI personnel security programs, concepts, and principles, and of DoD investigative agencies’ techniques and procedures.
Must have general knowledge of administrative duties relating to creating, developing, and editing multiple file types across Microsoft 365.
Professional Office Environment: Must be able to sit at a desktop or laptop computer for extended periods of time.

While performing the duties of this job, the employee is regularly required to sit, stand, talk, hear, and use hands and fingers to operate a computer and telephone.
Must be able to communicate regularly via telephone and verbally present information to employees, customers, and outside vendors.
Expected Hours of Work:
40 hours per week based on the customer’s core operating hours.
Surge hours may be required from time to time.
