Naval Supply Systems Command TRANSPORTATION ASSISTANT (QA INSPECTOR/COUNSELOR) in Guantanamo Bay, Cuba

Summary You will serve as a TRANSPORTATION ASSISTANT (QA INSPECTOR/COUNSELOR) in the Navy Household Goods/Personal Property Shipping Office (HHG/PPSO) Store Front Section located within Naval Supply Systems Command (NAVSUP) Global Logistics Support (GLS) Enterprise of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE. Responsibilities You will compile statistical, status, or other freight transportation information to respond to inquiries. You will advise an applicant on their entitlement to ship personally owned vehicles (POVs) and out-of-pocket costs. You will prepare reports and shipping documents (e.g., bill of lading) for transportation and freight services. You will research discrepancies to resolve transportation issues. You will resolve customer concerns, conflicts, or issues to meet client needs. You will respond to customer concerns (e.g., storage entitlement expiration, explanation of potential excess costs related to storage) to meet customer needs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS- 06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Utilizing knowledge of transportation systems, calculation of shipping costs, and reconciliation of shipment errors to counsel property owners/ customers regarding inbound and outbound shipments, non-temporary and temporary storage, and procedures for processing loss and damage claims; 2) Ensuring that Transportation Service Providers and/or contractors engaged in the packing, handling, and movement of household goods comply with applicable service tenders, solicitations, contract specifications, and government regulations; 3) Responding to customer and TSP requests for information/assistance; 4) Utilizing computer systems to identify needs and problems related the movement of household goods. PHYSICAL DEMANDS The work is primarily sedentary, requiring sitting, some standing, walking, bending, pulling, and carrying light items such as paper-filled binders. No special physical demands are required. Incumbent may be required to travel to other personal property satellite offices within the region. Driving during inclement weather may be required, and could include distances up to 200 miles per day. Possess valid US Drivers license and obtain/possess Government vehicle operator permit. WORK ENVIRONMENT The work is primarily performed in an office setting, and involves minimal risk or discomfort. Inspections can be at residences, mini-storage facilities, and warehouse locations. Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy policy. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
