Job Description:

Responsible for the procurement of subcontracts including the management of cost, schedule, and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial), and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques, and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.

Essential Functions:

  • Issuing and managing subcontracts, negotiating price and terms and conditions, cost/price analysis, management experience preferred.

  • Develops subcontract training and processes, supplier statements of work, tailors, and negotiates terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production, and global sustainment for multiple contract types.

  • Assists in the preparation of bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.

  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.

  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.

  • May sign supplier agreements and purchase orders within established authority.

  • Manages team of Subcontract Managers with day-to-day metric reviews, compliance checks and training.

  • Ability to work closely with a diverse workforce of varying skill levels.

  • Ability to train.

  • Ability to prepare and present presentations.

  • Must be able to obtain and maintain a DoD security clearance, which requires US Citizenship.

  • Musts have an active security clearance with the ability to be read-on to some sensitive programs.

  • Must be able to travel up to 20% as needed.

    Required Qualifications:

  • SAP experience

  • 7+ years’ experience with highly complex multi-year high dollar subcontracts

  • Experience in preparing, reviewing, and managing Supplier Statements of Work

  • Leads and directs experienced professionals, lower-level supervisors, or associate managers. Communicates within and outside of organization to explain and influence changes to policies, practices, or approaches. Makes significant improvements in processes, systems, or products. Establishes short-term operational plans with measurable contribution to function or business area results. Requires management and leadership knowledge in job area and comprehensive knowledge within professional discipline.

  • Manages individual(s) typically consisting of experienced professionals or lower-level supervisors or associate managers. Leads, directs, and reviews the work of direct report(s) who exercise latitude and independence in their assignments. Has hiring, firing, promotion, and compensation authority within own organization, in accordance with management review and approval. Reports to Senior Manager or higher.

  • Communicates with parties within and outside of the organization which includes customers or vendors. Works to influence others to accept individual or team’s views or practices and changes to concepts, practices, and approaches. Requires ability to communicate with leadership regarding matters of importance to the function or business area. May conduct briefings with senior leaders.

  • Work consists of making significant improvements of processes, systems, solutions, or products to enhance performance of job area. May develop new concepts or standards. Opportunities for problem solving and innovation are undefined, where information is difficult to obtain. Conducts extensive investigation to understand root cause of problems. Problems span a wide range of difficult and unique issues across the function and/or business area.

  • Manages a team with focus on policy and strategy implementation. Establishes operational plans with measurable contribution towards the achievement of results of the job function. Focus is on short-term operational plans (e.g. less than 1 year). Provides measurable input of new products, processes or standards in operational plans that will have some impact on the achievement of overall functional results. Typically, does not have budget or Profit & Loss (P&L) accountability, but may manage certain processes or projects within a defined budget set by management.

    Education & Experience

  • Requires management and leadership knowledge in job area. Typically has comprehensive knowledge and skills within a specific technical or professional discipline and may have broad understanding of other areas within the job function.

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior-related experience. In lieu of a degree, minimum of 13 years of prior-related experience.

    Preferred Additional Skills:

  • SAP or other similar operating system experience

  • Experience with special access programs is preferred.

  • Experience managing a procurement team in either general procurement of subcontracts.

    This position requires an Active DoD security clearance at the Secret level and must be able to maintain the clearance, which requires U.S. citizenship.
