U.S. Army Corps of Engineers CONSTRUCTION CONTROL REPRESENTATIVE in Great Lakes, Illinois

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Engineering and Construction Division, Chicago, IL. Serves as a Construction Control Representative responsible for an assigned function of surveillance of contract construction operations. Responsibilities Perform the full range of field duties including construction management, quality assurance, and safety monitoring functions for assigned projects. Ascertains that quality assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan. Brings any deficiency to the attention of the Contractor. Observe, inspect, investigate, and report all construction phases to ensure compliance with contract specifications and drawings, Scope of Work (SoW), and approved shop drawings and submittals. Review all Contractor's safety plans and advises the Project or resident engineer of recommendations. Conducts monthly supervisory safety meetings with Contractors. Determine contractor's operations comply with wage and hour, equal employment opportunity and other labor laws and regulations. Discusses details of construction with Contractor personnel and coordinates authorization of field changes with the Project or Resident Engineer and the appropriate contractual authority. Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available. Ensures strict adherence to safety provisions of the contract and have delegated responsibility for detecting and correcting unsafe conditions. Review contractors partial pay estimates for items of work. Monitors the contractor’s schedule and uses contractual actions to address contractor schedule problems and slippages. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service. Specialized experience is defined as inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; explaining standard requirements of plans and specifications; inspecting contractor operations to assure compliance with safety requirements. OR Education: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or with a major study in position such as engineering, construction, or industrial technology. Or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: position such as engineering, construction, industrial technology or comparable program that includes curriculum that concentrates on drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction. OR Combination of Education and Experience: Combination of specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-10: One year of specialized experience which includes performing Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity. Review, advise, make recommendations, and evaluate contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience GS-11: One-year specialized experience which includes providing management advisory and technical services in relation to construction control; identify, evaluate, and recommend appropriate solutions to resolve construction problems; conduct quality control of construction project ensuring safety and related practices are met; Analyze construction phases to ensure compliance with contract schedules, specifications, and shop drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
