Bonneville Power Administration Electrician Foreman I (Maintenance) in Grand Coulee, Washington

Summary This position is located with Bonneville Power Administration, in Substation Maintenace Grand Coulee (TFWJ), Wenatchee District (TFW), Transmission Field Service (TF), Transmission Service (T). A successful candidate in the Electrician Foreman I (Maintenance) position will while performing journeyman work, the Electrician Foreman I leads the crew in organization of the work and sets the pace while carrying out the instructions of the supervisor. Responsibilities As an ELECTRICIAN FOREMAN I (Maintenance), you will: Explains maintenance jobs to the crew at the time of assignment. Delegates segments of jobs to specific crewmembers. Provides directions as needed while jobs are in progress. As crew leader, sets the pace and the example for behavior on the job. Encourages appropriate behavior of crewmembers by explaining rules and regulations. Enforces regulations and insists on safe work practices to minimize risk of injury to employees or damage to equipment. Monitors jobs in progress to ensure that tasks are being completed correctly and in a timely manner. Work, including documentation of existing conditions, must be accurate and thorough. Responsible for efficient performance of the work by the crew with a minimum of wasted effort and material. Develops work assignments for the crew, under direction of the Electrician Foreman III, matching manpower available with the equipment available. Continuously, evaluates employees' performance and initiates proper actions to provide job satisfaction, improve working skills, resolve employee problems, develop team spirit and improve employee conduct. Recommends administrative actions to the Electrician Foreman III. Orients new employees to the crew and explains nature and purpose of work activity. Provides on-the-job training and recommends off-the-job training to improve subordinates' skills and efficiency. Documents work performed, noting existing conditions and any special circumstances. Reports all accidents, including near-misses, to the Electrician Foreman III. Accounts for all tools and equipment in custody. May write reports or memorandums. The screen-out element for this position is: The ability to perform journeyman level work as a High Voltage Electrician involved in the maintenance and repair of electrical equipment in Substations, and lead a crew of Electricians by assigning duties, maintaining discipline, enforcing safety rules, and reviewing and inspecting completed work. Failure to meet this Screen out Element will result in an ineligible rating. Must possess valid commercial driver's license (CDL) with all endorsements that are required to operate TLM equipment from state of residence. WORKING CONDITIONS: Working conditions vary depending on tasks. Most work is performed outside in all weather conditions, but some work is done inside under normal shop conditions. Work is performed around energized equipment, such as switchboards containing critical control circuits where carelessness could cause a serious system disturbance or outage. Work is done in energized Substations at various heights in excess of 100 feet, such as on steel framework, platforms, and ladders adjacent to energized high-voltage equipment. The Electrician Foreman I must frequently work on surfaces that are slippery due to insulating oil or ice. Installing conduit, pulling cable, working in oil circuit breaker (OCB) tanks, etc., involves working in restricted and cramped quarters. Approved respiratory and safety equipment must be worn when oil, acid, and solvent fumes are encountered. Without protective apparel the oil or acid may damage articles of clothing. At times, work may be physically demanding. The work environment will occasionally include high noise levels or exposure to hazardous substances (i.e., mercury, acid, solvents, PCB's, etc.) that could, if precautions are not followed, pose a health risk. Potential exposure to radiation could occur if assigned to work at the WNP2 plant (Ashe and Hanford). Emergencies, critical system conditions, or outage limitations may require that work be system-wide, done at night or under serious time pressures. System priorities may require extended periods of overtime including working weekends and holidays. Physical Requirements: Installs and adjusts (construction) major electrical equipment such as power transformer and gas, oil, or air-insulated power circuit breakers; instrument and station service transformers, disconnect and circuit switches, protective devices, static capacitors, batteries and charges.- Maintains and repairs (maintenance) major electrical equipment in substations. When equipment fails, performs emergency repairs.- Performs diagnostic testing to inspect parts and equipment.- Performs work in shops on equipment components including bushings, motors, small power tools, etc. Assembles, installs, and modifies control and relay panels for substations.- Assembles and erects steel racks and towers to support equipment.- Installs and changes antennas, reflectors, transmitting or receiving devices, emergency power supplies, and other equipment located in microwave or radio stations.- Occasionally takes clearances and performs switching to isolate a piece of equipment for repair.- Conduit and trenches for equipment are installed under the service yard. Cables are pulled through the conduit.- Completes associated documentation required of the above listed tasks.- Drives 20-25% of the time in all weather conditions.
