Raytheon Vision Systems (RVS), a division of Raytheon based in Goleta, CA, strives to be the most admired firm in the industry for discriminating focal plane arrays. RVS has been a technology development and manufacturing leader of infrared systems for over 70 years, and it continues to be one of the industry stakeholders in the production of high-tech vision products for a variety of space, tactical and commercial applications. RVS has an opening for a Sr. Quality Assurance Business Operations Specialist to join our Mission Assurance (MA) Business Operations & Strategy team.

This is an onsite position.

What You Will Do

  • Participate in the MA proposal process, compiling cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.

  • Ensure that MA bid & proposals have accurate and compliant Truth in Negations Act (TINA) proposed pricing.

  • Work closely with the Mission Assurance Management team to submit and review MA proposals prior to submittals.

  • Interface with a cross-functional proposal team.

  • Ensure programmatic and technical risks are identified during the proposal process.

  • Ensure accountably to budget and schedule by supporting Cost Account Management (CAM).

  • Ensure future staffing requirements are understood and advise the MA Management team regarding future staffing needs.

  • Join a small team responsible for the execution of MA Business Operations including bid & proposal, CAM, and staffing support.

    Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of five (5) years of prior relevant experience.

  • Experience with business strategic planning and proposal development, OR

  • Experience in Earned Value Management (EVM), such as Cost Account Management (CAM), Bases of Estimation (BOE) or Estimate at Complete (EAC).

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

    Qualifications We Prefer

  • Infrared industry, semiconductor processing or DoD industry experience

  • Experience with management of an Integrated Master Schedule (IMS)

  • Experience in metrics assessments and supporting actions to improve performance or mitigate problems

  • Experience as a member of risk & opportunity management, assessment, and mitigation team

  • The ability to work with, support, and mentor others

  • Experience with Microsoft Project

  • Working knowledge of Industry and Government Requirements and Standards

  • The ability to collaborate with proposal team members to develop logical bid methodologies in response to submitted RFPs

  • Strong written, verbal communication & presentation skills.

  • Proficiency in Microsoft Office Word, Excel, and PowerPoint.

Employees who are working in onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

Clearance Information: Clearance Information: This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 85,000 USD - 179,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
