Position is only open to Colorado state residents. This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins). New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.
Minimum Qualifications
Experience Only:
Three (3) years of relevant experience in an occupation related to the work assigned to this position. Relevant work experience could include planning, directing and/or coordinating activities of scoped projects, developing different approaches or plans to achieve outcomes and goals, developing and documenting processes, and collaborating with varying stakeholders in roles such as IT, Project Management, Project Coordination, IT Project Management, Project Development, and IT Project Administration.

Education and Experience:
A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work assigned equal to three (3) years.

About the Work Unit
The Intelligent Transportation Systems (ITS) & Network Services Branch is responsible for planning, project design, implementation and delivery, maintenance and operation/life cycle asset management of CDOT’s Statewide ITS. The Branch takes advantage of and implements the latest cutting-edge technologies to enhance CDOT’s capability to safely and efficiently manage the transportation network. Assets include a 511 system, an advanced traffic management system (ATMS), traffic signal and ramp metering central control systems, smartphone apps, traveler information system (COTrip), variable message signs (VMS), big data, public private partnerships and communication infrastructure (fiber optics, computers, road surface sensors, video cameras, etc.) in support of an evolving Intelligent Transportation System. The Intelligent Transportation Systems & Network Services Branch collaborates and coordinates efforts with CDOT’s Regional maintenance, engineering and operations along with various local, state and national public and private sector entities to optimize management of Colorado’s highway system.
About the position
This role will support the ITS branch by managing competing priorities and projects through collaboration and problem-solving. You will develop customized project management frameworks for complex ITS projects, ensuring alignment with CDOT’s strategic goals. The position involves managing a variety of projects, including software improvements, hardware upgrades, asset inventory, and process documentation.
You will provide project management expertise on special or major projects, focusing on IT-driven initiatives while working closely with program managers to guide strategic technical decisions. Responsibilities include overseeing project development, managing cross-team dependencies, and ensuring projects are completed on time, within budget, and aligned with CDOT’s policies.
Additionally, you will oversee staff and consultants, lead meetings, assign tasks, and address competing priorities. This role requires understanding resource constraints and making decisions on project prioritization to meet the branch's objectives. Regular updates will be provided to stakeholders, customers, and sponsors.
Your duties and responsibilities will include, but are not limited to, the following:
Make decisions regarding project scope and deliverables, ensuring that they are within limits of CDOT's available technology and resources.
Develop project framework and scope to meet CDOT's goals. Manage project timeline, resources, budget, contract, etc.
Provide recommendations on how best to prioritize or stage/stagger concurrent projects to ensure required.

Determine the best project management approach for IT projects and IT portion of traditional roadway design projects (Agile vs Waterfall methodologies).
Manage multiple concurrent projects and allocate available resources to meet changing needs.
Develop communication plans for projects to ensure stakeholders are kept informed and engaged.
Monitor project work for quality and progress and provide recommendations and solutions as the project team encounters issues or obstacles.
Complete administrative tasks that support project completion, fill in gaps where necessary and work with the project team to identify responsibilities. Escalate gaps in technical skill sets or resource constraints to come up with a plan to complete work.
Identify, track, and document assigned resources scheduled (FTEs and contractors) to support project delivery.
Develop scope of work for any project work to be outsourced to a consultant or contractor.
Solicit and oversee the selection of consultant/contractor hired to complete project work.
Take initiative to identify and communicate ways to improve business processes and services.
Develop and propose new methods and processes for branch functions.
Other job duties as assigned.
Work Environment:
In the office for the first six months with the option to work from home a few days a week after the probationary period.
Option to work traditional work schedule / 4 - 10's / 9 - 80's.
Travel may be required to other regions of the state to work directly with stakeholders in person as needed. This may require occasional overnight trips, 1-2 times per year.
Required to operate CDOT vehicles.
