Responsibilities This position is located in The Staff Training Academy (STA), Federal Bureau of Prisons (BOP). Federal Law Enforcement Training Center (FLETC), Glynco, Ga. Primary responsibilities are to ensure, either through creation of relevant policy, direct provision, oversight and guidance to peers and field staff, etc., that the training and certification of all staff in cardiopulmonary response (CPR) and first aid is actualized. Serves as the BOP American Heart Association (AHA) Training Center (TC) Coordinator and is responsible for training a pool of CPR Instructors nationwide and ensuring their certification to teach local CPR courses (train the trainer model). Monitors local classes, assesses program needs, and/or problems, plans, designs, executes and evaluates training programs and projects to include budget development. Cultivates and mentors all current BOP instructors, new instructors and potential candidates for future instructors. Requirements Conditions of Employment U.S. Citizenship is Required. Additional information about CTAP eligibility is at: Click Here Qualifications To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this grade level. Experience: GS-11 and GS-12: One year of specialized experience that equips you with the qualifications to successfully perform the duties of the position. This experience must be at least one year of specialized experience equivalent to the next lower grade level in federal service. Some examples of this qualifying experience are: GS-11: Experience in conducting initial or re-certification training of cardiopulmonary response (CPR) or Basic Life Support (BLS)/Advanced Life Support (ALS) to groups in a formal setting. Experience with providing administrative support such as tracking re-certification requirements as mandated by state regulations, budget, equipment, etc.. Experience as a First Aid Instructor teaching standard/basic first aid. GS-12: Experience and knowledge in developing and conducting training in cardiopulmonary response (CPR) and American Heart Association (AHA) training requirements. Experience in designing, executing and evaluating training programs and projects Experience in providing oversight for a CPR program, budget development and system evaluation of a program. Experience in administering the emergency cardiovascular care (ECC) course OR Combination of Education and Experience: GS-11 only: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. AND Selective Placement Factor: Applicants applying for this position MUST possess the following Selective Factor. In the event you do not possess the Selective Factor, you will be found ineligible for the position. Applicant must be a current certified American Heart Association (AHA) CPR/AED Instructor. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. The representative rate for this position is $95,657 per annum ($45.83 per hour). Special Conditions of Employment Section: Initial appointment to a supervisory/managerial position requires a one-year probationary period. The incumbent is subject to geographic relocation to meet the needs of the agency. Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks. All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm. The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score of 68 must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required. This is a secondary law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement, will not be eligible for this position.
