Responsibilities Serving as a Community Planner GS-0020-13/14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Facilities Management Division (FMD), under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia. The primary purpose of this position is to provide masterful oversight and management of the dynamics and the interrelationships of basic physical, political, and social planning elements of the FLETC's communities. The position analyzes and synthesizes data into technical reports to address business needs to support policy development. Provides for the development, analysis, implementation, and coordination of special management and programs/projects having agency, departmental, and government-wide impacts to training. Typical duties include: Administering, managing, and developing community planning activities for land use, mobility, infrastructure, design, facilities and services, transportation, natural and historic resources, land requirements, and power structures, etc. Developing standards and criteria to guide the agency in evaluating comprehensive plans and analytical techniques for planning and development activities, including identifying Training Delivery Point needs and requirements. Preparing and reviewing policy recommendations and technical and position papers/proposals relative to the planning and development of FLETC's TDPs. Participating in or chairs selected aspects of special committees (ad hoc and standing) and working groups, including the Facility Planning Board, representing FLETC and MRSD on committees involving organizations, initiatives, and processes with the widest possible range of consequences. Basic Educaton Requirements Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. Must be annotated in your resume. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to the basic education requirement, you must meet the specialized experience. GS-13 You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Coordinating, or monitoring community planning projects or studies or carrying out operating assignments; and evaluating and/or overseeing community planning and program development processes at a local, regional, state, or national level OR GS-14 You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Evaluating and/or overseeing community planning and program development processes at a local, regional, state, or national level All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
