Job Summary:

Vice President of Supply Chain Services reports to the UTMB Executive Vice President & Chief Operating Officer, Clinical Enterprise and is responsible for leading all aspects of the UTMB Supply Chain. Individual acts as a subject matter expert and facilitates the design and implementation of UTMB’s overall Supply Chain strategy; encompassing strategic sourcing, contracting, value analysis, procurement, supply chain operations and supply chain data management. Position oversees the effective implementation and utilization of UTMB Supply Chain resources including organizational structure and recruitment and hiring of UTMB Supply Chain staff. Provides leadership and designs the strategy for the negotiation of significant agreements with UTMB business partners for supplies and services focusing on optimal value or the combination of quality and total delivered cost. Designs and leads efforts to improve supply chain efficiency, maintain product quality standards, and reduce costs. Develops, implements, and monitors quality assurance programs and implements change supported by the results. Provides administrative support to UTMB affiliate senior management including reports detailing supply utilization analysis, supply, service, and capital expenditure management, and budget preparation and monitoring.

Essential Job Functions:

  • Collaborates with senior leadership to develop, implement, and monitor an annual comprehensive UTMB Supply Chain business plan and budget which progressively enhances the strategy, organizational alignment, processes, and technology.Evaluates and prioritizes opportunities via comprehensive spend analysis, future budgets, and business planning meetings with stakeholders.Proactively communicates information in support of UTMB system goals to executives, physicians, clinicians and other stakeholders and manages exceptions.

  • Defines priorities and goals ensuring objectives are consistent with UTMB goals. Provides strategic and tactical guidance for all UTMB Supply Chain activities based on best practices both within and outside the healthcare industry.

  • Leads all supply chain activities with the goal of the lowest total cost of ownership while balancing quality and service outcomes.Ensures acquisition cost management, operational cost management, process cost management, working capital cost management, and utilization management are each analyzed and considered.Maintains and maximizes the value of the GPO and UT Alliance relationship.

  • Oversees complex supplier negotiations of significant value/importance.Oversees establishment of agreements for materials, services and equipment at the lowest total cost while meeting or exceeding quality and specification requirements.

  • Ensures that supplier selection and management processes are conducted in accordance with UTMB goals and policies.

  • Provides overall leadership and direction for strategic sourcing, contracting, procurement, supply management and data management practices, prioritizing efficiency and accuracy by leveraging available technology.

  • Understands the needs and requirements of stakeholders and works to ensure that these needs are met within the parameters of UTMB Supply Chain processes and consistent with UTMB goals and objectives.

  • Develops communications and analyses for inclusion in executive level presentations. Maintains and develops relationships with key stakeholders including C-Suite, Hospital Administrators, Operations Officers and senior leadership representing all affiliates of UTMB. Effectively communicates the strategies and activities related to UTMB Supply Chain.

  • Attracts, develops and retains top talent. Sets expectations for skill levels of each staff member and provides development opportunities. Establishes a culture of service where service level agreements are developed, measured and reported. Conducts annual reviews with direct reports and discusses career development. Performs leadership functions such as goal setting and assures compliance with required training and education assignments.

  • Ensures that department policies and procedures are updated on consistent and regular basis as the needs of the organization progress. Ensures that all policies and procedures are communicated and adhered to across the organization.

  • Responsible for the accuracy of all data contained within the Supply Chain portion of ERP. Drives consistent and efficient utilization of the ERP by supply chain staff and customers.

  • Adheres to internal controls and reporting structure.

Marginal or Periodic Functions:

  • Performs related duties as required.

Minimum Qualifications:

  • Master's Degree required with an emphasis in Health Administration, Supply Chain Management, Supply Chain Logistics, Healthcare Finance or related field.

  • Minimum of ten years of progressive supply chain leadership experience with responsibility for supply chain, contracting, procurement, data analytics, and supply chain operations including strong project management experience.

  • Supply Chain experience in a hospital/surgical setting

Preferred Qualifications:

  • Supply Chain experience in an Academic Medical Center is preferred.

Knowledge/Skills/Abilities:

  • The ideal candidate will have demonstrated excellent oral and written communication skills and critical thinking skills.

  • Successful candidate will also have demonstrated the ability to influence and interact with diverse groups and show evidence of having been successful in a related work experience.
