Job Summary

Under the direction of the Senior Utilities Engineer, shall perform engineering duties with a primary focus on utilities-related tasks. Gahanna's utility systems include stormwater conveyance, water distribution, and sanitary sewer conveyance assets (Gahanna does not own/operate water treatment or wastewater treatment facilities).  This position shall be responsible for various engineering support functions primarily within the Engineering Department but also requiring coordination with other City Departments, primarily Public Service.  *Starting Salary Range:  *The starting salary is between the minimum and midpoint of the range ($63,169.60-$75,795.20/annually).  Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position. 

Essential Job Functions

• General Engineering Department Functions
  • Site plan review for private development projects with a focus on utility-related work, including
  • Review of utility-focused engineering calculations
  • Review / approval of utility-related details (including metering and backflow device installations)
  • Preparation and updates of utility-focused standard notes and engineering details
  • Engineering support of building permit applications with a focus on utility-related issues
  • ROW permitting support on an as-needed basis 
  • Updates of utility-related data in the City's GIS 
  • Engineering support in long-term capital program planning, including annual budget preparation
  • Engineering support/project management on utility-focused capital improvement project
  • RFP preparation and consultant management (including invoice processing
  • Project design review
  • Construction bidding support
  • Construction management activities
  • Provides technical expertise and guidance to members of the Engineering Department, other City Departments, consultants, and other interested parties.
• Public Service-Related Functions
  • Coordination with Utility Billing Group on water/sewer connection permitting and associated fee calculations
  • Coordination with Utility Billing Group on stormwater ERU calculations
  • Cross-connection / backflow program support
  • Coordination with Public Service Field staff on hydrant flow testing
  • Use of CityWorks to facilitate the Engineering Department's role in asset management activities, including both field activities as well as long-term asset management planning
• Stormwater Utility Function
  • Performing drainage site visits in response to property owner requests (which could include coordination with Gahanna's Code Enforcement personnel)
  • Various duties associated with the City's NPDES Phase 2 permit, including management of program documentation, coordination with FSWCD staff, and support with annual reporting
• Water Utility Functions
  • Engineering support on Water-focused regulatory activities (including lead/copper regulations)
• Sanitary Sewer Utility Functions
  • Engineering support on Sewer-focused regulatory activities (including the City's CMOM program)
  • Engineering support in response to sewer-related customer service reports
  • Regular, predictable, and punctual attendance is required.

Minimum Qualifications

Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job. *Education: *Bachelor of Science degree from an accredited college or university in Civil Engineering or related field.
