Army National Guard Units ADMINISTRATIVE OFFICER (TITLE 32) in Fulton, Missouri

Summary This a National Guard Title 32 Excepted Service Position. This National Guard position is for a Permanent GS-0341-12 ADMINISTRATIVE OFFICER (TITLE 32), Position Description Number D1174000 and is part of the MO HHD 229th Mutli Functional Medical Battalion. This is a non-bargaining position. This position is also advertised on AGR Announcement #A24-166. Responsibilities Plans and assigns work to be accomplished through subordinates engaged in a variety of occupations. Initiates or recommends corrective actions for sub-standard performance. Informs subordinates of agency policies and programs. Conducts reviews of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Assists in creating and/or changing command policies and procedures. Supervises and coordinates the activities of each full time staff section of the headquarters and subordinate units. Reviews and finalizes studies relating to reorganization, relocation of units, personnel practices etc. Develops, implements and evaluates the administrative, personnel and supply policy for the battalion. Provides technical assistance and guidance to unit level administrative and logistical personnel. Ensures the development and execution of the command level guidance for implementation of the Enlisted Promotion Management System (EPMS). Ensures compliance with the Command Supply Discipline Program and Command Maintenance Discipline Program. Analyzes and/or prepares the logistics and equipment readiness areas of the battalion/squadron level organizational readiness report. Provides guidance and funds management for all decentralized logistic funds. Coordinates and assists in developing plans for recruiting and retention within the command. Develops and institutes the officer and warrant officer accession plan to include state and federal officer and warrant officer commissioning programs, direct commission, interstate transfers, and other component transfers. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Reviews reports and plans pertaining to the overall organization’s mobilization readiness. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - MAJ (O-4) Minimum Military Grade - CPT (O-3) Officer - Branch 01A, 42B, or 42H GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems. GS-11 Specialized Experience: Must possess at least one year of experience at the GS 09 grade level or equivalent that provided experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs and experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. This specialized experience must also include experience in analytical and investigative techniques SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
