Overview

Tanaq Support Services (TSS) delivers professional, scientific, and technical services and information technology (IT) solutions to federal agencies in health, agriculture, technology, and other government services. TSS is a subsidiary of the St. George Tanaq Corporation, an Alaskan Native Corporation (ANC) committed to serving Federal customers while also giving back to the Tanaq native community and shareholders.

About the Role

We are seeking a Monitoring and Evaluation Lead to support a Tribal Implementation Center under the Public Health Data Modernization Program. The center will provide technical assistance and aid Tribes and Tribal organizations in data modernization efforts while ensuring culturally-appropriate approaches that respect indigenous values and Tribal data sovereignty.

This role will support the plan for both program and process monitoring and evaluation metrics, and will provide technical and project leadership for impact and performance evaluations across technical areas on the progress and outcomes achieved by this initiative.

This is a fully remote position that can be based in Atlanta, GA or anywhere in the U.S. Some travel (15% of time) will be required to various locations in the U.S. to attend meetings, conferences, etc. This position is contingent upon contract award.

Responsibilities

  • Lead evaluation efforts through information gathering, data analysis and report generation.

  • Conduct assessments and analysis of programs and data to increase effectiveness and efficiencies.

  • Develop evaluation plans, data collection tools, abstraction tool/coding, analyze, and draft reports on evaluation data.

  • Apply expertise in qualitative and/or quantitative analysis to support the design and implementation of evaluation processes.

  • Use analytical reports to help refine and redefine program strategies.

  • Develop qualitative data collection tools, coordinate data collection, and conduct an analysis of both the quantitative and qualitative data.

  • Develop data dissemination resources, including presentation slides and development of informational webinars.

  • Provide programmatic support and coordination to include communication and collaboration with partners / grantees / stakeholders.

  • Support team and branch to measure program impact and activities.

  • Develop and coordinates strategic integration of evaluation processes into program activities.

  • Lead design and implementation of evaluation and effectiveness systems, measuring program impact and activities.

  • Create a structure for a range of support services needed for content analysis, quantitative tracking, and qualitative assessment. Uses tools such as surveys, focus groups, structured interviews, and secondary research.

  • Oversee multi-faceted evaluation and monitoring program area.

  • Meet with client to relay progress, propose creative solutions to work challenges, and establish priorities; discuss progress, propose initiatives, and establish priorities.

  • Support meeting logistics, agenda development and note-taking.

  • Collaborate with contract program manager to develop a project work plan and be responsible for timely completion of deliverables to meet the needs of the funder and program manager.

  • Work with Tribes and Tribal organizations while ensuring culturally-appropriate approaches that respect indigenous values and Tribal data sovereignty.

  • Perform other related duties as required.

Requirements

Required Experience and Skills

  • Minimum 5 years of experience leading data collection, program monitoring and evaluation, process improvement, and ensuring alignment across different practitioners.

  • Demonstrated cultural competence in providing services to or working with Tribes and Tribal organizations while ensuring culturally-appropriate approaches that respect indigenous values and Tribal data sovereignty preferred.

  • Advanced knowledge of the principles, concepts, research methods, and techniques of public health evaluation.

  • Experience with collecting, analyzing, synthesizing, and interpreting quantitative and qualitative data.

  • Effective verbal/written communication, organization, and presentation skills, including experience visualizing data and writing data analysis summary reports.

  • Strong experience coding, validating, cleaning, and analyzing data from multiple sources.

  • Experience conducting literature, program and resource reviews, conducting qualitative data analysis including statistical methods, and reporting findings.

  • Experience with logic models, evaluation plans, and/or strategic planning.

  • Experience with data collection design, strategy, and implementation.

  • Experience with managing data dashboards and monitoring external partner data submissions.

  • Experience with providing training, consultation, and technical assistance to internal staff and external partner organization staff.

  • Experience with translating evaluation findings and monitoring items into actionable recommendations.

  • Experience with preparing and delivering engaging presentations to internal and external audiences.

  • Experience helping address systemic challenges and structural barriers in implementation.

  • Experience serving as a consultant (internal or external) on analytic projects.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Education and Training

  • Bachelor’s degree in public health or related field required; Master’s degree strongly preferred.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.

  • Ability to travel (15% of time) to various locations in the U.S. to attend meetings, conferences, etc.
