Federal Aviation Administration Supervisory Aviation Technical Systems Specialist (Manager, Runway Safety Team) in Fort Worth, Texas

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position is located in the Air Traffic Organization, Safety and Technical Training Service Unit, Safety Directorate, Central Service Area Safety Group. Responsibilities This Group is responsible for monitoring safety reports and analyzing data and risk indicators to identify root causes of hazards and safety issues. The Service Area Safety Group then takes risk-based decisions and coordinates safety related activities to influence air traffic, technical operations service areas, and field-based safety mitigations. The Supervisory Aviation Technical Systems Specialist serves as the Team Manager responsible for directing a subordinate staff of geographically dispersed senior technical specialists who are responsible for analyzing safety related findings/data and for developing mitigation strategies to improve runway safety by reducing the risk of runway incursions, excursions, and other surface incidents. This work usually includes a mixture of routine and complex projects/programs based on the objectives of the ATO and is a critical area of safety oversight. The work directly affects the safe and efficient operation of the National Airspace System (NAS). Performs managerial duties which typically affect employees in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Programs. The Team Manager applies an advanced knowledge of budget, administrative and human resource policies and procedures to direct the staff in accomplishing objectives of the Directorate. Performs critical aspects of the budget planning process, including projecting short term and long-term future needs and justifying resource requirements. Possesses advanced technical knowledge of NAS systems, technologies and operations and of runway safety systems to direct staff in analyzing and evaluating complex runway configurations to prevent collisions, incursions and accidents. Applies experience with Runway Safety Action Teams (RSAT) to address existing runway problems, identify potential safety issues, and to formulate a safety action plan to mitigate identified issues. Coordinates and leads the runway safety outreach, education, collaboration, and training efforts in the Service Area. Directs and oversees the development and implementation of local and Regional Runway Safety plans that support the National Runway Safety Plan (NSRP). Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. The Team Manager uses program/project management principles to organize programs and activities in accordance with the mission and goals of the organization. Develops new programs to support the strategic direction of the organization. Oversees finance, business and planning activities that support regional Runway Safety Action Teams (RSAT). Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organization. Manages budget and either reallocates resources among the RSAT Teams and/or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Qualifications Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience analyzing and evaluating systems designed to prevent runway collisions, incursions and accidents. Experience developing reports and policies on safety and risk management programs to recommend policy and procedural corrections.
