Leidos is seeking a Civil Engineer Construction Inspector to join the National Airspace System Integration Support Contract (NISC IV) Team, providing support to the Federal Aviation Administration (FAA).
This position is located in Fort Worth, TX
95% Travel
Travel within central region of the US
Travel duration varies between 2-9 months based on the project
After every 30 Days a trip home will be provided
Civil Engineer Construction Inspector Primary Responsibilities:
Provide CI support to the Infrastructure Construction Installation Center in the oversight of the construction and installation of equipment into the NAS:
Participate in Engineering to Construction Hand Off meeting; this meeting is to ensure coordination with Engineering and held to hand off project details assigned to the CI.
Coordinate and participate in Pre-Construction Planning meetings held after the Engineering/Construction Hand Off meeting to communicate and collaborate activities among all of FAA, Airport Authority, Contractors, and other key stakeholders for projects assigned to the CI.
Actively participate in Integrated Risk Management Coordination (IRMC) Meeting; responsible escalating to management if meeting is not scheduled in a timely manner. CI ensures risk scenarios/activities are discussed for every phase of the construction installation project lifespan. Ensures all high-risk scenarios/activities are mitigated as necessary.
Review and concur or develop a Cutover Plans from Existing to Temporary System and then back to Permanent System for varies systems. Ensure the approved site-specific project drawings, plans and specifications for construction installation/replacement project are followed by the contractor in the field for every project assigned to the CI.
Set expectation at the beginning of project such that the contractor knows they must coordinate any changes to the scope, cost, schedule for the project with the CI. CI then would coordinate with FAA RE/COR.
Recommend acceptance to the FAA RE/COR for GFM and CFM deliveries and test date results.
Visit site before construction starts, if necessary, to research site-specific project data, survey the worksite, begin badging processes and/or to complete any project related activities before the beginning of construction.
Ensure all state, local, federal FAA standards, construction codes and ordinances are followed for each project in the field.
Ensure all FAA and OSHA safety policies and procedures are followed for each project in the field.
Daily coordination and updates to the FAA RE/COR.
Document the project in the FAA Weekly Construction Report. FAA Weekly Construction Report is required every seven (7) days and must include:
Detailed description of the work performed by the contractor during the project.
Photo Log to show critical materials, equipment, and to show progress of the work.
Weekly project report must be sent to the all key stakeholders via email.
Review and understand these project documents before heading to a project in the field:
Scope of Work and construction transmittal.
Completed and approved design drawings, specifications.
Operational Risk Management checklists.
Task Order for a project.
List of Government furnished properties.
Airspace case documents if required for that specific project.
Environmental & Safety Compliance Program Project checklists and documentation.
Construction schedule.
Utilize the Project Engineer as technical resource while on all projects before, during and after construction has been completed.
Contact the FAA RE/COR for any changes in scope for any phase of the assigned construction and renovation projects (i.e. changes to design drawings, design specs, task order).
Conduct and participate in Joint Acceptance Inspections (JAI) and Contractor Acceptance Inspections (CAI) on all assigned projects and provide recommended resolutions on all items relating to construction and/or engineering.
Recognize problems in the field, gathers information to research issues/problems in the field, and provides solutions for issues/problems in the field.
Provide oversight for safety in the implementation of their specific project.
Administer Take 5 initiative if issue/problem endangers the NAS or the safety of employees or contractors.
Communicate effectively with all team members and respects the input of others to resolve issues/problems in the field.
Respects diversity of thought of others.
Respond to any inquiry or communication in a timely manner.
Civil Engineer Construction Inspector Required Qualifications :
Civil Engineering Degree (B.S.) + minimum 4 years of experience as Project Engineer and/or Resident Engineer with Civil Engineering Design and Project Management experience OR a Masters degree and 2+ years of relevant experience.
Knowledge of National Electric Code (NEC), National Fire Protection Assoc (NFPA) standards.
Knowledge of OSHA and general construction and electrical safety standards.
Knowledge of shelters, roofing, and structures such as communication towers, ATCT buildings, Navigational Aids, and earthwork including roads and trenching.
Knowledge of Heating Ventilating and Air Conditioning (HVAC), general building construction techniques, codes and standards, Hazardous Materials (HAZMAT), fire detection, security, site work.
Ability to obtain a Public Trust Suitability (To be eligible for the FAA Public Trust you must be a US Citizen or a Green Card Holder who has resided in the US for the past 3 years).
Civil Engineer Construction Inspector Preferred Qualifications:
Knowledge of NAS facilities such as ASR, ATCT, VOR, ARSR, RCAG.
Knowledge of National Airspace System Equipment Building (NASEB).
Knowledge of National Airspace System Equipment Tower (NASET).
Knowledge of Corporate Work Plan (CWP) 4.1.12.
Please Note: The program budget salary for this role could fall anywhere between $100,000 to $110,000 based on relevant experience and assessment. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.

Pay Range:
Pay Range $68,900.00 - $124,550.00
