Contracts

Bring your energy and ideas to help us support sustainment of US military and FMS aircraft. You will be performing proposal and contract administration tasks to include the review of RFIs/RFPs, preparing Estimate Requests (ER), proposals, work authorizations, customer correspondence, coordinating with internal/external customers, conducting negotiations, and writing/review/closeout of contract documents for USG contracts.

What You’ll be Doing as an Associate Contracts Administrator

  • Participate in Audits (internal and external)

  • Issue Internal Communication/Documentation to Integrated Product Teams (IPTs)

  • Review and coordinate requests for no cost cancellation of contracts with internal functions

  • Support internal and external meetings

  • Work to maintain relationships with our government customers

  • Monitor contract delivery due dates

  • Research various databases to determine if part is good and answer any customer questions about part, delivery, capacity, etc.

  • Obtain WBS from Finance and complete a Work Authorization

  • Upload Orders to Contract Distribution for Contract entry into SAP

  • Request Individual Subcontracting Plans (ISP) from small business teams when applicable

  • Respond to Requests for Information (RFI)

  • Handle and transmit Controlled Unclassified Information (CUI)

  • Clearly document files in the appropriate proposal and/or contract files

  • Submit lead time requests and reach out to individual buyers for lead time and capacity information

  • Process/manage Stop Work modifications

  • Coordinate with internal teams (packaging, MSS, Finance, etc.) and request modifications from the government as necessary

  • Maintain records of all RFQs through contract award / modification requests on Master Tracking Spreadsheet

  • Navigate systems such as Enovia, SAP, SharePoint, Outlook

  • Initiate contract closeouts, provide support and documentation where needed

  • Understand and apply Simplified Acquisition Threshold (SAT) and Truth in Negotiations Act (TINA) requirements and processes to proposals/orders, as applicable

  • Create Estimate Requests for Pricing with all needed inputs.

  • Compile & submit proposal letter, ground rules & assumptions, and other elements

  • Negotiate proposal prices and terms & conditions of contracts

  • Send No-Bid letters if part or requested effort is not supportable by Bell

  • Review all Aircraft on Ground (AOG) requests for parts from the government

  • Validate contract awards received align with what was proposed

  • Utilize commercial and military catalogs to quote already priced parts

  • Compile commercial sales history from Bell systems to support Commercial Item proposals

What You Need To Be Successful

  • Less than 2 years of professional experience in a relevant role.

  • Bachelor’s degree required in Business Management, Accounting, Finance or related field.

  • Excellent professional communication skills (written, verbal, presentation)

  • Strong analytical and problem-solving skills

  • Advanced proficiency in PC applications; including Microsoft Office Suite
