Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Pacific, G2/ DCSINT Operational Activity, Fort Shafter, HI 96858. Responsibilities Serves as Intelligence Operations Specialist within the Operations Support Cell (OSC), Counterintelligence (CI) and Human Intelligence (HUMINT) Division (G2X), Operations Intelligence (OP INTEL) Directorate, U.S. Army Pacific (USARPAC). Supports USARPAC Theater Campaign Support Plan, to include Pacific Pathways, with possible deployments to support CI/HUMINT support activities in the G2X forward-deployed element. Serves as Theater Source Administration Officer for all full-spectrum sources, managing and overseeing registration, deconfliction and source administration. Oversees and manages HUMINT and CI, developing and implanting plans; conducting as liaison with counterparts; supporting collection elements, etc. Provides training and policy instruction on CI/HUMINT automated systems in support of collection, dissemination and feedback. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience, which prepared you to do the work in this job. Specialized experience is defined as: conducting moderate to complex Counterintelligence/Human Intelligence (CI/HUMINT) analysis techniques through research, review, evaluation, and assessment of intelligence and HUMINT related data to identify significant developments and any other issues of importance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Counterintelligence (CI) Human Intelligence (HUMINT) Capabilities Technical Competence Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations. A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their organization to function effectively. Because of the essential nature of these positions, the Secretary of the Army, or his/her designee, shall designate such positions as Key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations. Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a situational/Ad Hoc telework eligible position and it will be determined by the agency, depending upon the terms of the agency's telework policy. Hawaii is considered a non-foreign overseas location, administrative return rights for current DoD employees are applicable in many circumstances. **About the Surrounding area: Hawaii is a beautiful state but with a high cost of living. The median house price is $950K-$1,050K and the rent for a 2-bedroom apartment averages $2,500/month and homes are typically much smaller than those on the mainland. Hawaii is considered an OCONUS (Non-Foreign Area) location which does not provide a housing allowance but does currently have an 8.9% rate of COLA.
