Summary This is a Tier 1 Position. Salary for Tier 1 position in Army are normally between$197,152 and $207,500 Responsibilities The Assistant Chief of Staff (ACoS), G-8, is the principal advisor to the USARPAC Commanding General in his roles as the Army Service Component Commander to U.S. Pacific Command and as the Theater Joint Force Land Component Commander. With the rebalance to the Asia-Pacific, and USARPAC's elevation to a 4-star command, the G-8 develops the vision and provides the strategic leadership to acquire and execute the resources needed to accomplish USARPAC's mission both at home station and west of the International Dateline deterring the National Defense Strategy's pacing threat and assuring our Allies and Partners across the vast Indo-Pacific area of operations. Provides direction for and manages the overall resource management (RM) program for USARPAC, to include critical functions of providing RM advice to the USARPAC CG, his staff, and subordinate commanders. Performs strategic planning and management of the RM program in an increasingly Joint, interagency, Intergovernmental, and Multinational environment; providing continuing policy and operational direction to the G-8 staff; exercising staff control of RM operations throughout the USARPAC area of responsibility. Serves as principal advisor to the CG, DCG and Chief of Staff on matters concerning management, distribution of resources, and management systems requirements. Presents and defends programming and resource allocations required to accomplish the USARPAC mission. Directs development and maintenance of controls and procedures required to provide information and analysis of programs, resources, and performance as a basis for management decisions. Directs and participates in activities related to cost effectiveness. Establishes and exercises staff supervision over the USARPAC Planning, Programming, Budgeting and Execution System (PPBES). Directs the preparation, development, and execution of the annual operating budget for HQ USARPAC. Designs and operates the cost analysis system for the Command and provides assistance. Serves as USARPAC's Comptroller Career Program Manager. USARPAC, a major command for Department of Army, exercises Army mission responsibilities in Pacific (36 nations and territories). Provides executive leadership and overall management of USARPAC'S financial management program (approximately $2.0 billion annual budget). Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence, and senior leadership effectiveness for contribution to the USARPAC mission. Serves under the general direction of and receives broad strategic guidance from the Chief of Staff, USARPAC. Oversees a workforce of 63 combined military and civilians; directly supervises personnel at the COL/GS-15/SGM levels who lead seven divisions responsible for financial program integration, programming, budgeting, cost analysis, contract management, data analytics integration, manpower funding allocation, and administrative functions. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must sign a mobility agreement. You must be able to obtain/maintain the appropriate clearance and access level for this position. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. This position is Emergency Essential (EE). The incumbent must meet all EE requirements and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent must continue to perform EE duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impacting the capability of the organization to function effectively. The incumbent must be removed from any military ready reserve recall status. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Ability to formulate, assess and develop resource management policy, congressional delegations and negotiations with host nations on matters of the most sensitive concerns, interest and responsibility. Articulates, defends and negotiates USARPAC resource needs with HQDA, INDOPACOM, OSD and congressional delegations.to achieve desired effects across a large, multi-disciplinary and complex and networked organization. Analyzes the DOD/Army resource climate and recommends prudent levels of financial risk to maximize execution of available resources Develop and provide technical advice and assistance to the Commander in support of USARPAC-related finance and accounting operations. Demonstrated exceptional leadership and oral communication, writing, and briefing skills successfully demonstrated before all levels of government, with skill in successfully communicating upwards to senior Joint Staff, OSD and interagency leadership and downwards to staff on complicated interagency problems and crises, including State, Local, Foreign, Faith-Based, and Private Sector leaders and personnel. Expert in receiving commander's vision/guidance and translating it into actionable staff efforts across combined and joint forces.
