United States Fleet Forces Command MANAGEMENT ANALYST (POSITION MANAGEMENT) in Fort Meade Naval Facilities, Maryland

Summary You will serve as a MANAGEMENT ANALYST (POSITION MANAGEMENT) in the CIVILIAN PERSONNEL, FORCE MANPOWER AND READINESS of US FLEET CYBER COMMAND. SALARY RANGE: GG09 $68,405 - $93,486 GG11 $82,764 - $113,107 Final salary is subject to change pending final pay approval. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will plan and conduct comprehensive analytical studies to facilitate efficient and effective achievement of organization and workforce strategic objectives, goals, plans and processes. You will collect, interpret, and analyze organization and workforce data and information as defined by internal databases and official systems of record. You will identify and compile relevant information form a wide range of quantitative and qualitative sources to address organization and workforce management challenges. You will consult with managers to translate their operational requirements and workforce objectives into specific courses of action. You will advise managers on integration of Department of Defense, Department of the Navy, federal and local organization and workforce policies, procedures and guidance into workforce shaping efforts. You will prepare narrative reports or briefings with conclusions to facilitate the understanding and acceptance of the findings and recommendations. You will provide explanation of factual issues like regulatory and policy compliance, required investments, trade-offs and long-term effects of actions. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-09: -Experience gathering and analyzing basic facts and drawing conclusions for civilian positions. -Experience communicating factual and procedural information clearly, orally and in writing. -Experience reviewing and verifying data reports are consistent with positions, structures and recruiting priorities within an organization. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0343-09. GG-11: -Experience utilizing cyber workforce and personnel management systems to validate, extract, or correct data and position information. -Experience applying fact-finding and work measurement techniques to conduct position management studies. -Experience analyzing results from studies and making recommendations to improve efficiency and effectiveness of management of civilian positions and the organization. -Experience preparing and delivering briefings to managers on study findings and recommendations.
