Defense Security Service PRINCIPAL DEPUTY ASSISTANT DIRECTOR, ADJUDICATIVE VETTING SERVICES, PERSONNEL SECURITY in Fort Meade, Maryland
Summary DCSA Office of Personnel Security Adjudicative Vetting Services (AVS) is seeking a Principal Deputy Assistant Director, AVS to supervise, plan, organize, direct, and provide an enterprise-level capability for the AVS mission and manage the program across the federal enterprise for personnel with access to federal facilities, personnel, assets, and information, with the ability to assess risk, refer recommendations for action, synchronize responses and oversee resolution of identified issues. Responsibilities As the Principal Deputy Assistant Director, AVS, the position will be responsible for the following duties: Overseeing the development and implementation of alternative risk-based methodologies to optimize DCSA as the predominate Investigative Service Provider. Maturing the federal-wide SSC enterprise's vetting capabilities, including expanding automated records checks (ARC) to streamline the service, promote reciprocity, deliver quality and security and mission effectiveness as the operational organization assigned responsibility for implementing the end-to-end Continuous Vetting transformation of the SSC enterprise and adjudications mission. Representing DCSA on DoD and national level committees and in conferences and meetings where decisions are made that result in new or refined policies, program and operations initiatives that may cause the expenditure of large sums of money and human resources and impact the Department's position related to AVS areas of responsibility. Maintains contacts and liaison with appropriate elements of the intelligence, law enforcement, and security communities to establish cooperative networks, share information, and remain aware of the latest operational and technological developments. Providing expert, authoritative advice and consultation to all levels of management within DCSA, to users and customers, vendors, and to personnel at higher levels inside and external to DoD. Overseeing development and refinement of requirements and formulation of alternative strategies by developing baseline metrics, determining requirements and adequacy of Technical Integration and data sources, setting standards, conducting regular program reviews, and providing advice and guidance to top level management. Managing the identification of risk-based actions to mitigate the significant costs and investigative delays; reduce the risk of insider threats; and provide an aware and informed trusted workforce. Directing and overseeing, in coordination with the National Security Learning Center, including the National Training Center, the development and delivery of education and training programs to enhance the SSC PS AVS mission. Requirements Conditions of Employment Qualifications EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for all applicants. Applicants who currently hold or previously held permanent SES or equivalent positions (e.g. DISES, SIS, SNIS) are encouraged to submit updated ECQs, but may submit ECQs previously used in the executive hiring process. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. 1. Demonstrated expert ability to resolve complex problems and conflicts across program, organization, and IT architecture divisions to support improved risk assessments, operational policy, industrial security and personnel security policy and operations at all levels, including top-level officials in the DoD, the ODNI, the Military Departments, Defense Agencies and/or Defense industrial organizations. 2. Expert knowledge and application of the tenets of diverse programs and policies that involve sensitive personnel-related derogatory information, counterintelligence, intelligence, law enforcement, and security operations across the federal enterprise. 3. Demonstrated success leading major business transformations associated with developing and implementing new procedures, products, techniques, and solutions for use by Agency personnel and external stakeholders for assessing risk, e.g, Initial Vetting, Adjudication to Continuous Vetting (CV), and/or the U. S Government's Trusted Workforce 2.0 initiative. Education This position does not have a positive education requirement. Additional Information If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions. If selected, non-DCIPS candidates must acknowledge in writing that the position they have been selected for is in the excepted service and covered by DCIPS. Selection under this appointment authority does not confer civil service competitive status. Veteran's preference is not applicable to the Defense Intelligence Senior Executive Service (DISES). Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-1113 or DCIPS Pay Band 3 level, that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
