Job Description

The RDA CI Analyst within the C5ISR team at HII Mission Technologies supports the Department of Defense by providing critical analysis and insights into research, development, and acquisition (RDA) processes for defense capabilities in the HUMINT in Cyber Compliance Program. This role involves evaluating current and emerging technologies and recommending improvements to ensure efficient delivery of defense solutions. The ideal candidate will have a strong background in defense acquisition and analytical skills, with a thorough understanding of DoD research and development processes.

The role requires an understanding, and senior level expertise engaging in HUMINT operations and technical support measures; this position necessitates past and current experience as a CI/HUMINT Subject Matter Expert. This also requires a deep understanding of Operations Security (OPSEC) and how it is integral to effective global HUMINT operations and support.

Essential Job Responsibilities

Key skills needed for this role include a strong proficiency in defense acquisition and research development processes, a deep understanding of DoD acquisition regulations, and the ability to evaluate emerging technologies and recommend defense strategies. Additionally, strategic planning and policy development are critical, as the role involves aligning research and acquisition efforts with national defense objectives and creating long-term plans to support mission success. Finally, technical and analytical expertise is essential, including conducting in-depth research, analyzing complex data, and applying advanced analytical tools to assess cybersecurity threats, defense technologies, and emerging risks.

  • Conduct comprehensive analysis of research, development, and acquisition programs to identify strengths, weaknesses, and opportunities.

  • Evaluate current and emerging technologies for their potential impact on defense capabilities.

  • Collaborate with cross-functional teams, including engineers and program managers, to gather and validate information.

  • Monitor and evaluate program performance, providing recommendations for improvements.

  • Assist in developing policy recommendations and strategic plans to enhance RDA processes.

  • Provide subject matter expertise on HUMINT operations, technical support measures for HUMINT, and the integration of Operations Security (OPSEC) in global HUMINT efforts.

Minimum Qualifications

10 years relevant experience with a Bachelor's degree; 8 years with a Master’s degree; or High School Diploma and 14 years relevant experience.

  • At least 9 years working in virtual counterintelligence (CI) operations and supporting federal defensive cybersecurity operations AND/OR

  • At least 9 years of familiarity with virtual social media platforms in support of national mission objectives and goals.

  • 10 years of experience in defense acquisition, research and development, or a related field.

  • Strong understanding of DoD acquisition processes and best practices.

  • Active TS/SCI security clearance required; must be willing to submit to CI Polygraph.

Preferred Requirements

  • TS/SCI with CI Poly (current & active).

  • Knowledge of DoD research and development policies and structure.

  • Familiarity with emerging technologies in defense operations.

  • DoD cybersecurity coursework and certifications demonstrating comfort with databases, technologies, and methods of support to virtual operations.

  • Career based in HUMINT and Cyber operations

Physical Requirements

  • This position may require occasional travel to various DoD locations and facilities.

  • Ability to work in a secure, classified environment as needed.
