Office of the Chief of Staff of the Army Intelligence Specialist (Operations) in Fort Liberty, North Carolina

Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA- G-2 Stable Shadow Program in Fort Liberty, NC. Responsibilities Serves as a Dept. of Defense (DOD) certified interrogator. Ability to plan, coordinate, and execute highly specialized, mission critical interrogation, exploitation, and detainee related requirements for Joint Chief of Staff-directed operations and contingency plans. Prepares plans and strategies in support of complex tactical mission requirements. Participates and assists with conducting mission essential training, as well as evaluating the execution of detention, interrogation, and exploitation operations. Collaborates internally and externally with peers, staff, various intelligence agencies, Dept. of State (DOS), and Combatant Commands to ensure that Interrogation, Exploitation and Detainee related requirements are satisfied. Assesses the foreign intelligence reliability of human intelligence sources for data contributions. Serves as a multi-disciplined intelligence analyst; conducting specialized research, evaluation, interpretation and analysis using publications, documents, reports and debriefings in response to established requirements. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) performing interrogation techniques to obtain information of intelligence value; AND 2) assisting in the development of plans/strategies in support of tactical mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to six years; however, they may be extended an additional two years with Agency approval. This position will NOT be converted to permanent. This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1)no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
