ORGANIZATIONAL DEVELOPEMENT

This position requires you to work on site at one of our facilities located throughout Broward County.

DESCRIPTION OF DUTIES

The OPERATIONS & MGMT CONSULTANT MGR - SES/Performance Excellence Manager assists the ASST COUNTY HEALTH DEPT DIRECTOR-HLTH/Organizational Development Director in planning and directing the overall responsibilities for the operations, administrative consultation, technical assistance, planning, development, organization, coordination, and evaluation of Performance Excellence activities for The Florida Department of Health in Broward County (DOH-Broward).

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Performance Excellence:

Assists with the performance excellence activities of the BCHD including organizational/programmatic self-assessments, strategic planning, process management, employee involvement, customer service, and business results: Assists in the organizational planning processes and provides technical assistance and consultation to organizational and programmatic strategic/action planning, community health assessment, community health improvement planning, performance improvement planning, workforce development planning, and Public Health Accreditation.

Provides consultation, technical assistance, and feedback to Senior Leaders, managers and staff in the identification, development, mapping, and improvement of key processes and business results with action/improvement plans to close the gaps. Facilitates improvement cycles and improvement teams.

Assists with employee involvement activities including employee teams, workgroups, councils, and committees. Researches and analyzes best practices for applicability to DOH-Broward. Assists with the development, implementation, maintenance, evaluation of organizational indicators, benchmarking, comparative data and business results. Participates on Statewide Performance Improvement Councils/Workgroups.

Participates in public speaking engagements to the community and other organizations/CHDs as requested. Provides consultation, technical assistance and training opportunities on local, state, and national levels.

Customer Service:

Assists with planning/developing, coordinating, implementing, evaluating, and continually improving DOH-Broward’s external customer service and key partner/stakeholder processes. Activities include: coordinating customer service training, managing the client inquiry/complaint system and other listening points, tracking/ensuring the client inquiry/complaint resolution process, providing oversight to call system contracts, developing/ensuring customer service standards, coordinating the survey processes and overseeing business results. Reviews results of the surveys, develops recommendations jointly with managers regarding improvement cycles and monitors results.

Emergency Duty:

Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency operations functions required of the incumbent include but are not limited to special needs shelter, Red Cross shelter, or other emergency functions.

MINIMUM QUALIFICATIONS:

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency.

  • Work experience in project planning, business systems planning, or business process/procedure design, development, documentation.

  • Current employee of Florida Department of Health employees, (includes OPS, Career Service, SES or SMS employees).

  • Experience developing and leading trainings, presentations and workshops.

  • Work experience using database or survey systems development and implementation.

  • Establishing Key Performance Indicators (KPIs), metrics & similar reporting.

    PREFERRED QUALIFICATIONS:

  • Masters Degree from an accredited university in Public Health, Public Administration, Business Administration, Quality Assurance, or Organizational Development.

  • 5+ years of experience in project planning, business systems planning, or business process/procedure design, development, documentation.

  • A minimum of 5 years of developing and leading trainings, presentations and workshops experience.

  • 2+ years of database or survey systems development and implementation experience.

  • A minimum of 2 +years work experience in establishing Key Performance Indicators (KPIs), metrics & similar reporting.
