Defense Security Service PROGRAM ANALYST in Fort Jackson, South Carolina

Summary This job requires a program analyst with the ability to multi-task and oversee acquisition efforts and provide guidance to agency leadership related to contracting. Responsibilities As a PROGRAM ANALYST you will be responsible for the following duties: To provide contract and procurement assistance to effectively acquire and oversee the performance deliveries of NCCA services, systems, equipment, and supplies. Transmit contract/billing documents related to reimbursable programs to servicing finance and accounting offices for payment. Identify gaps, risks, and deficiencies to administer and coordinate on proper actions and continuous improvements in reporting and resolutions to the contracting officer. Analyze and provide recommendations regarding issues that impact on NCCA Continuity of Operations Planning (COOP), including but not limited to, staffing plans, task actions, property accountability and infrastructure support services. Incumbent is responsible for providing assistance with development of annual spend plan. Develop, coordinate and administer processes and procedures related to administrative and operational services for NCCA. Track and analyze contractor deliverables, services and management reports. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: - Using federal contracting policies and procedures to procure and administer contracts. - Utilizing interpersonal skills to work independently, prioritize work, and meet deadlines - Demonstrating effective communication skills and attention to detail during stakeholder interactions. - Researching and analyzing data to make recommendations to customers/leadership. Specifically you will be evaluated on the following competencies: 1. Contracting/Procurement Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. 2. Administration and Management Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 3. Planning/Evaluating Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 4. Oral Communication Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 5. Attention to Detail Is thorough when performing work and conscientious about attending to detail. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
