Summary This position is located in the Fiscal Service, at the VA Montana Health Care System, Ft. Harrison Montana. Incumbent provides advice, analysis, and assistance regarding accounting and budget functions to other financial managers. Incumbent may need to aid accounting, budget, employee travel, and agent cashier on an as needed basis. Responsibilities Major Duties: Synchronizes proprietary, cost, and budgetary accounting records. Analyzes and directs the recording of transactions within the general, allotment, and operating cost ledgers. Performs accounting on an accrual basis for assets, liabilities, operating, and budgeting accounts. Prepares summarized fiscal reports and studies to higher levels involving analysis and interpretation while anticipating costs due to new legislation and other special analyses and information. Examines, verifies, and maintains financial accounts and accounting data. Classifies accounting transactions including the validation of accuracy and completeness of the accounting data. Determines type(s) of financial information that is pertinent to a given situation and provides results on ad hoc reports. Reviews and classifies financial transactions to include journalizing corrective actions for identified erroneous conditions. Researches complex accounting and processing problems and coordinates findings with supervision for resolution. Provides periodic technical training and development of new professional and technical staff, to include on-going refresher education for senior-tenured staff. Provides in-depth technical expertise while researching and resolving problems that surface from financial system processing. Addresses and processes problems that negatively impact an organization's qualitative financial performance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: FOR GS 7: Specialized Experience: For GS 7 You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of accounting regulations, practices, procedures, policies, laws, and requirements to ensure compliance related to the Medical Center financial management functions. Knowledge to maintain, balance, and reconcile accounts with extensive subdivision of accounts. Knowledge of automated Financial Management System (FMS) Knowledge of the VA accounting system and related documents in order to locate and analyze data pertaining to the budgets for the various programs. Skill and knowledge in using a personal computer for budget related spreadsheet applications. OR: Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, or a Bachelors Degree with Superior Academic Achievement in a related field. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelors Degree. FOR GS 9: Time-In-Grade Requirement: For a GS 9 position you must have served 52 weeks at the GS 7. Specialized Experience: For GS 9 You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: General knowledge of a body of accounting and budget regulations, practices, procedures and policies related to the Medical Center financial management functions. Comprehensive detailed knowledge and understanding of VA accounting and budgetary policies, precedent setting decisions, procedures, and regulations issued by the VA and the Medical Center. Ability to use judgement as necessary to weigh the adequacy of prescribed procedures, maintain accuracy in all required computations, retain alertness in identifying errors, and utilize timelessness in submitting statistical summaries. Knowledge of the goals and objectives sufficient to enable determination of whether requests for funding and expenditures are proper, necessary and timely. Possess a high degree of skill in analytical reasoning, the ability to apply that skill to the identification, analysis, and conceptualization of budgetary programs. Ability to develop a comprehensive training plan for the analysis piece of budgeting for current employees and updating it as needed. Skill and knowledge in using a personal computer for budget related spreadsheet applications. Education: To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education in a related field leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience at the GS 7 level plus and education beyond 1 year Graduate level Education For GS 11: Time-In-Grade Requirement: For a GS 11 position you must have served 52 weeks at the GS 9. Ability to use judgement as necessary to weigh the adequacy of prescribed procedures, maintain accuracy in all required computations, retain alertness in identifying errors, and utilize timelessness in submitting statistical summaries. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
