Defense Contract Management Agency Supervisory Budget Analyst in Fort Gregg-Adams, Virginia

Responsibilities Serves as the Director, Programming and Budget Division, Financial and Business Operations Executive Directorate. Develops, submits and defends all operations, investment programmatic, and budgetary requirements for the Agency. Leads the formulation and implementation of the Agency's Information Technology, future years defense program resource profile, and budget. Researches, interprets, analyzes, and applies budget and financial management policy. Interprets and applies Department of Defense strategic direction and guidance in building all exhibits and justifications required for the Agency's formulated program and budget submissions. Develops execution and assessment plans and criteria to monitor the status of funds and to project and make reprogramming recommendations to support future program requirements. Serves as the senior individual responsible for Agency funds control and funds distribution. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Budget Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzing and evaluating the effects of continuing changes in strategic direction and financial resource levels in order to evaluate and recommend optimal resources strategies to accomplish an organizations mission. Collecting and analyzing requests for resources against strategic goals to build a defensible program and budget request. Maintaining a system funds control and distribution for an organization, to include congressionally appropriated resources and reimbursable customer orders. Analyzing execution against appropriated levels and develop recommendations to reprogram funds to maximize resource execution. Presenting sensitive recommendations and briefings to the Senior Leaders, on short and long term issues. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
