Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions, Cyber Security & Related Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior cybersecurity (CS) specialist in the Office of the Deputy Chief of Staff (DCS), G-6, of the US Army Training and Doctrine Command (TRADOC). Responsibilities As an Information Technology Specialist (Policy and Planning/Information Security), you will perform the following duties which is not an all-inclusive list: Develop, publish, and provide staff oversight of TRADOC’s CS program. Administer and control assigned information technology (IT) programs for the Command, with emphasis on CS. Develop, recommend, and implemens unique Command policies for CS over existing IT resources. Evaluate and strongly influences defined mission areas for systems and system elements. Evaluate the efficiency of the Command’s CS capability and structure, recommending/effecting changes or redirecting resources as required. Monitor command, control, communications, and computer systems (C4S), both voice and data, for CS incidents and intrusions. Provide oversight on the execution of troubleshooting for all C4S networks and systems. Implement emergency notification procedures as required. Represent the Command at symposiums, seminars, and conferences where CS support and related matters are the topics of discussion. Interface with other/higher echelons for the purpose of exposing, explaining, defending, and promoting CS programs. Serve as the general point of contact for all operations pertaining to CS in the Command, assigning specific points of contact for individual areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience statement: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: administering and controlling assigned information technology (IT) programs and knowledge of Risk Management Framework processes; Providing technical or professional information technology (IT) advice on critical information technology (IT)/cybersecurity (CS) issues; and Evaluating the impact of business process or changes on current information technology policies. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12) Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
