U.S. Army Training and Doctrine Command Human Resources Specialist in Fort Eustis, Virginia

Summary About the Position: Serves as Human Resources Specialist and advisor to the Director on Human Resources (HR), providing advice and technical guidance to servicing organizations concerning matters relative to the civilian workforce. This position is located at Fort Eustis, Virginia. This is a developmental position to the GS-09. Responsibilities Advise management officials and supervisors on appropriateness, preparation and type of award, following regulatory requirements and policy interpretations governing their use. Prepare and submit AutoNOA tickets for personnel actions and monitors, tracks, and advises management of the status of those actions. Serve as action officer and advisor to the Director on human resources (HR), providing advice and technical guidance to servicing organizations. Ensure that all necessary technical work is completed prior to submitting personnel actions to the Civilian Personnel Advisory Center (CPAC) for processing. Respond to any inquiries, or internal audit controls, implementing corrective actions/improvements, as necessary. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-09 One year of specialized experience which includes: 1) Applying, fundamental Civilian Human Resource Management methods, principles, and policies to a variety of Civilian Human Resource functions, 2) Applying standardized analytical and evaluative methods and techniques to resolve problems or recurring issues, 3) Respond to customer requests, and 4) Utilizing various automated systems to develop correspondence and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related Specialized Experience GS-11 One year of specialized experience which includes: 1) Applying a wide range of Civilian Human Resource Management concepts, principles, laws, policies, and procedures sufficient to conduct fact-finding, problem solving and processing a variety of civilian HR actions; 2) Applying civilian HR principles, concepts, and practices in reviewing management requests for classification actions; 3) Applying verbal and written communication skills in order to write, interpret and develop implementing civilian HR guidance regulations; AND 4) Develop internal procedures, and make recommendations for process improvement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Manages and Organizes Information Technical Competence Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. .
