United States Army Futures Command Director of Financial Management in Fort Eustis, Virginia

Summary About the Position: This position serves as a Director of Financial Management for Army Futures and Concepts Center located at Fort Eustis, VA. This position is covered by a Laboratory Personnel Demonstration Project. This position covered by this vacancy announcement is a part of STRL Demo Pay Band IV Category 2 (GS 15 equivalent) Responsibilities Plan, develop, and monitor organizations missions to effect integration of economy, efficiency, and effectiveness of operations. Administer the financial/management aspects of several programs that encompass varying regulatory controls, complex fund accounting structures, extensive budget substantiating requirements and complicated transactions affecting multiple funds. Serve as the financial management technical authority/resource manager and makes commitments/decisions that impact on budget revisions program adjustments, and economic trends affecting organization resources and the overall financial posture. Supervise a subordinate staff across three subordinate branches. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) utilizing procedures and requirements to execute a Commands budget; 2) utilizing various financial databases such as General Fund Enterprise Business System (GFEBS) and Defense Travel System (DTS), RMOnline, etc. to run reports, verify expenditures, and to distribute funding issued to the organization; AND 3) leading a group of employees engaged in budget development and execution functions; POM strategic analyst; auditors, accountants, etc. This definition of specialized experience is typical of work performed at the next lower pay band and/or grade/level position in the federal service (DE III/GS-14). You will be evaluated on the basis of your level of competency in the following areas: Advanced Financial Management Financial Management Systems Financial Stewardship Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14/DE III). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This position covered by this vacancy announcement is transitioning to AFC STRL Demo Pay band. The position Demo Pay band IV Category II. This appointment is covered by a Laboratory Personnel Demonstration Project. Three year trial/probationary period may be required. Two year Supervisory trial/probationary period may be required. Direct deposit of pay is required.
