Summary This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer, Headquarters Security Services Division. The primary purpose of this position is to provide security oversight, manage the program to compliance, maintain a secure environment for the handling and protection of classified information with an emphasis is on Sensitive Compartmented Information Facilities (SCIF) operations and management. Non-BU: This is a non-bargaining unit position. Responsibilities As a Security Specialist, GS-0080-11/12/13, your typical work assignments may include the following: Providing subject matter expertise on all matters relative to classified program management and the application of security control measures and processes to ensure compliance of all security guidance and policy within the assigned area of responsibilities, with a specific emphasis is on Sensitive Compartmented Information Facilities (SCIF) operations and management. Ensuring that classified material is properly controlled, transmitted, packaged, safeguarded, destroyed, and when appropriate, brought under accountability. Expert level of security protections regarding classified national security information (CNSI) to include SCI and established Agency and inter-agency activities to determine compliance with security requirements. Requirements Conditions of Employment Qualifications Specialized Experience:You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government. For this position, specialized experience is defined as: Providing assistance on all matters relative to classified program management and the application of security control measures and processes to ensure compliance of all security guidance and policy within the assigned area of responsibilities, with a specific emphasis is on Sensitive Compartmented Information Facilities (SCIF) operations and management. Assisting with ensuring that classified material is properly controlled, transmitted, packaged, safeguarded, destroyed, and when appropriate, brought under accountability. Providing assistance in security protections regarding classified national security information (CNSI) to include SCI and established Agency and inter-agency activities to determine compliance with security requirements. Assisting with developing and presenting informational briefings using a variety of media to effectively convey security information and concomitant requirements. OR Possess a Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt positions only); OR Have a combination of successfully completed graduate level education and specialized experience as described above. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Substitution of education in lieu of specialized experience may not be used for grade levels 12 or 13. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
