Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. Position Summary
A GIS Specialist-Team Lead position is available with the Center for Environmental Management of Military Lands ( CEMML ). The position is located at Wheeler Army Airfield which is located on Schofield Barracks, Oahu, Hawaii.
This position is responsible for managing the project tasks to support the US Army Garrison Hawaii environmental GIS database and intranet site. The project provides GIS and spatial services support to the US Army Garrison Hawaii ( USAG -HI) Directorate of Public Works ( DPW ) environmental GIS database and Master Planning Division intranet site to include civil infrastructure and utilities. Responsibilities include updating and editing GIS data as needed, field data collection with GPS and map creation and printing. The employee will also be responsible for ensuring the GIS data meets all data standards outlined by the Army.
Required Job Qualifications
A BS or BA degree.
3-years’ experience in the management of geospatial data or similar relevant experience.
Experience with the ESRI suite of products or similar relevant experience.
Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position
Preferred Job Qualifications
BS/BA degree in GIS or closely related field with GIS course work.
Demonstrated experience in the updating and creation of spatial data including digitizing, editing, attributing, creation of maps, spatial analysis and geo-processing functions using ESRI ArcGIS Pro.
Project management/team leadership experience.
Knowledge of Enterprise GIS systems and ESRI Online.
Experience working with vector-based data for civil infrastructure and asset management including utilities.
Experience automating processes using Python, Model Builder, FME or similar methods.
Experience with CADD and SDSFIE datasets
Experience using AutoCAD, MicroStation or other similar programs.
Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures, and protocols.
Knowledge/experience of hardware and software maintenance for Windows systems.
Knowledge of Army GIS and IT directives, guidance, regulations and processes.

Update existing databases linked to the DPW GIS interfaces on local server.
Collect, create and maintain geospatial data, record and map GPS data, and create and maintain databases.
Maintenance includes the creation of thematic mapping with various software applications.
Administer DPW’s CADD and GIS software from installation and configuration to upgrading and troubleshooting services on servers and client workstations.
Project overlay maps along with updating of project utilities, land use, and planning.
Respond to program requests to produce specialized maps, drawings, and charts.
Update the DPW’s drawing management system to include scanning drawings, inputting the scan files, examining each file to collect attribute data, and inputting the drawing attributes.
Administration includes the maintenance of GIS user access accounts, troubleshooting software problems, and installation and configuration of software on servers and client workstations.
