Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. The installations where we presently operate are home to nearly 350,000 military and civilian personnel and families.

POSITION DEFINITION:The incumbent in this position is responsible for managing the Company’s Environmental, Health, and Safety Programs. This includes, monitoring federal, state, and local environmental, water quality, and public water supply regulations and legislation, and assisting the Operations, Engineering, and Construction teams in compliance with these regulations.

ACCOUNTABILITY:As a skilled employee and responsible professional, the incumbent must work independently, exercise initiative and judgment in the performance of a broad range of responsibilities in an environment of routinely sensitive and confidential issues. Therefore, the employee must have strong organizational and interpersonal skills to deal effectively with all levels of the company’s management staff, visitors and vendors.

ESSENTIAL JOB DUTIES:• Oversees the Company’s environmental and safety programs, to include permits and OSHA directives and requirements, Illness and Injury Prevention Programs, Safety Audits, and training programs for compliance and process improvements• Oversees and monitors the maintenance of relevant documentation to ensure accurate and timely record-keeping for proactive management purposes and to meet regulatory guidelines for documentation and reporting• Prepares / updates environmental, health and safety policies, procedures and guidelines for Officer approval to ensure compliance with applicable regulations. Collaborates with Company personnel and Company consultants in assisting in the development and maintenance of the Company’s programs• Directs cross-site programs that ensure compliance with all Federal, state, and installation environmental health and safety regulations and directives• Initiates, coordinates, and participates in environmental audits. Prepares environmental assessments of Company property. Recommend actions to reduce potential environmental hazards• Interprets and recommends actions to comply with applicable environmental, health, and safety federal, state, and local laws and regulations• Analyzes proposed legislation, environmental impact reports, environmental documents and environmental, water quality, and public water supply regulations that may impact the Company. Consults with internal and external contacts to provide technical expertise and information needed to effectively guide and enable others to comply with applicable policies, rules, regulations and laws• Develops and supervises the training and other communications programs for employees to ensure that relevant information and procedures related to environmental health risks are effectively disseminated to management, supervisors, and all other employees• Conducts data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management• Oversees and prepares Company documents and responses on environmental, health, and safety measures and regulatory issues / concerns.• Serves as the Company’s representative on environmental, health, and safety committees, both internally and externally• Reviews proposal documents and assists the Company’s Proposal Development team with proposal development relating to environmental, health, and safety issues• Assists the Company’s transition teams on future acquisitions. Provides technical expertise in the areas of water, wastewater, and stormwater utilities, as well as expertise in the areas of safety, health, and employee certification requirements• Responsible for coordinating activities with Federal, State, and Local officials on environmental permits topics• Oversees needed Company research activities, including the preparation and implementation of studies, related to environmental, health, and safety issues, standardization, quality control and overall goals• Reviews and assists with the distribution of the Company’s Annual Consumer Confidence Reports. Coordinates and prepares any public education notices related to Fats, Oils, and Greases, Sanitary Sewer Overflows, Smoke Testing, Lead and Copper, and/or any public education materials associated with the public water system, sanitary sewer collection system, and/or stormwater system• Coordinates and prepares any public notices related to non-compliance with MCLs and/or reporting violations associated with the public water system• Identifies environmental, health, and safety hazards to Company employees, facilities, the public and the environment to minimize the Company’s liability• Assists Utility Managers and support staff with training in the areas of technical expertise, State Water and Wastewater Certifications, injury risk reduction, OSHA regulations and compliance with safe practices• Oversees the Company’s subcontract risk management program with coordination with Subcontracts and GSWC Risk Management Department. Specifically evaluates and audits the program to ensure compliance• Maintain databases for JHA/ AHA/ APP necessary for construction bidding process and daily operations• Performs periodic field inspections, office walk-through, and plant inspections. Analyzes process controls and actively seeks continuous improvement. Completes safety inspection reports and GAP analyses, including recommending actions for correction• Acts as the Health and Safety representative on the Corporate Safety Review Board, recommending incidents for the board review process and performing Root Cause Analysis based on event investigation process• Ensures relationships are established and regular communication takes place with state health department and OSHA representatives alike in the regions where the Company operates to facilitate open communication channels, address existing or emergent issues and foster trust• Develops methodologies, processes and standards for data products to meet the needs of ASUS• Maintains EH&S Management System programs, evaluating need for program add-ons and communicating that up to senior leadership• Seeks out and submits ASUS for EH&S distinguishing awards• Participates in business application implementation teams as a technical consultant and advisor• Develops and maintains oversight of the Operations Support Group budgeted items throughout the year. Additionally assisting in building EH&S costs at the subsidiary and construction level, communicating with the appropriate budget managers• Manages and coordinates training and development of staff and participate in staff selection and evaluation• Provides input on staffing and training needs• Prepares and manages the Environmental Health & Safety Budget• Manages technical staff• Other duties as required

MINIMUM POSITION QUALIFICATIONS:• A Bachelor’s Degree from an accredited college or university in Environmental Science, Environmental Engineering, or other related sciences or related field; Master’s degree highly desirable• Minimum 10 years environmental engineering, regulations and water and wastewater operations experience with demonstrated increasing responsibilities performing highly complex work• Minimum 10 years direct safety experience and/or supervision of either construction projects, operations, and or regulatory oversight• Minimum 5 years’ experience in supervising technical staff• Ability to communicate technical information to others with various backgrounds and knowledge bases• Ability to speak to groups• Ability to research, interpret and summarize data• Must have demonstrated ability to manage enterprise-level projects on time and within budget.• Requires excellent verbal and written communication skills• Required State mandated certification or ability to obtain certification• Must possess and maintain a valid Driver’s License issued by the state where employed.• Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory• The incumbent must be willing to travel as required by project needs

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
