Raytheon is seeking an Associate Director, Site Operations Lead/General Manager to oversee the entire manufacturing and operations for the El Paso, TX Fort Bliss facility by establishing and executing production and quality objectives. We are seeking a seasoned operations leader adept at driving performance through effective leadership, project execution, and lean deployment. Your role will be pivotal in establishing and overseeing long-term objectives and performance metrics across multiple cells and functions, ensuring optimal productivity and adherence to build schedules critical to achieving overall customer success.

What You Will Do:

  • Accountable for Operations at the El Paso, TX Fort Bliss location holding overall responsibility for production of quality products in an efficient and timely manner.

  • Strategize and design production plans, balancing tactical and strategic demands considering product introduction, equipment efficiency, materials supply constraints, schedules and staffing requirements to meet operational objectives and business unit goals.

  • Directs the development and implementation of activities in production areas to ensure timely, high-quality production at the lowest cost consistent with the quality requirements.

  • Leads multiple functions driving accountability, accuracy, and timeliness.

  • Acts as the key decision maker for transitioning new products to production.

  • Develops annual operating plan, operating budget and capital budgets. Take Enterprise operations strategy and applies to the site. Integrates organization's strategic plan into the site operating plan. Researches, forecasts, analyzes risks, and requests appropriate allocations.

  • Defines priorities within the framework given to establish the most efficient and effective operating plan for the site. Plans staffing and expenditures around priorities.

  • Serves as primary champion for quality improvement, Lean and Six Sigma programs on the site.

  • Accountable for reduction of cost and waste. Improves productivity by implementing best practices.

  • Responsible for labor and employee relations at the site. Communicates goals and strategies to a large workforce.

  • Directs management team at the site. Identifies and develops leadership within the team. Selects, develops and manages the performance of the team members. This includes both solid line and dotted line functional managers.

  • Hosts and interacts with customers as the representative of the Enterprise during site visits.

  • Oversees deployment of environmental, health and safety policies and procedures at the site. Ensures workplace training and safety plans are fully implemented. Ensures the site complies with OSHA, EPA, and other safety and health requirements.

  • This will be an onsite role.

Qualifications You Must Have

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience.

  • Experience with operations management and/or leadership experience leading cross-department project teams or managing across multiple related departments

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Manufacturing experience

  • Experience with depot and spares manufacturing and how it relates to the end user.

  • Previous experience with the Lean Manufacturing principles.

  • Experience utilizing lean manufacturing concepts with lean or six sigma project implementations.

  • Previous experience reading and understanding of product design, quality and production requirements and a demonstrated ability to continuously improve these processes.

  • Management experience including the ability to make decisions with minimal supervision, goal setting, delegation, coaching, and motivating.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
