Job Description:

Parsons is looking for an amazingly talented Training Aid Fabricator/EOD SME to join our team! In this role you will get to provide support through the planning, fabrication, and delivery of CWMD dispersal training devices.

What You'll Be Doing:

  • Works with CCMD, TSOC, and unit planners to build regionally specific training devices as needed to meet unit requirements.

  • Collaborates with EOD planners from the training unit to create the best threat injects that fulfill required CCMD, TSOC, and unit training objectives and requirements.

  • Supports any detection, sampling, and decontamination components of the training as needed.

  • Finalizes device specifications and penalties to meet both CCMD and TSOC exercise objectives and unit training requirements.

  • Activities include but are not limited to training event facilitation, assisting in curricula design, training design and development, training plan construction, developing control cell instructions and guidance, performing training assessments, and conducting an After-Action Review.

  • Build, store, and maintain necessary CWMD equipment and training aids to provide realistic, current, and relevant scenarios to meet specific needs of the participating units.

  • Collaborates with CCMD, TSOC, and unit planners to build regionally specific training devices and impedances as needed to meet unit EOD training requirements.

  • Plans, purchases, fabricates, and delivers CWMD dispersal training devices as required.

  • Works with EOD planners from the training unit to create the best threat injects that fulfill required CCMD, TSOC, and unit training objectives and requirements.

  • Finalizes device specifications and penalties to meet both CCMD and TSOC exercise objectives and unit training requirements.

  • Serve as a SME on the following:

  • Priorities, principles, practical skill sets, and thought methodologies that allow EOD Technicians to rapidly mitigate and reduce an Improvised Explosive Device (IED) threat.

  • Operational principles, threat assessment, mission planning, EOD specialized skill sets, and operational planning for DoD EOD team operations.

  • Maintain awareness of biological warfare agent detection equipment to include basic instrument maintenance, operational theory, and interpretation of instrument outputs / responses to both simulant and live agent biological challenges. Instruments will include currently fielded US DoD equipment (e.g. immunoassays, PCR analysis, and mass spectrometry equipment).

  • •Maintain awareness of chemical warfare agent detection equipment to include basic instrument maintenance, operational theory, and interpretation of instrument outputs / responses to both simulant and live agent chemical challenges. Instruments will include currently fielded US DoD equipment (e.g. M8 & M256A2 CDK, JCAD, RMX - Raman, FTX - FTIR, MX908 HPMS) and select nonstandard detection equipment (e.g. multi-gas - 4 gas detector w/ PID, colorimetric test papers and length of stain tubes).

What Required Skills You'll Bring:

  • BS and 8 years experience or 12+ years experience in lieu of degree.

  • Must have a current Secret clearance with the ability to obtain and maintain a TS/SCI in the future.

  • Experience as a US Military Explosive Ordnance Disposal (EOD) Technician or US Government Bomb Technician. Graduates from the US Navy Advanced IED Disposal (AIEDD) Course or the FBI's Hazardous Devices School is highly desired.

  • Knowledge of high voltage firesets and the associated risks and safety concerns when dealing with potentially lethal energy levels. Must be able to identify the type, possible origin, and energy levels of high voltage firesets through visual inspection and radiography. Must be familiar with the principles of operation, design, construction, and the identification of key components and vulnerabilities of commercial and amateur/ non-conventional high voltage firesets.

  • Knowledge of Chemical Warfare Agents, Biological Warfare Agents, Toxic Industrial Chemicals, Toxic Organic Chemicals, and Toxic Industrial Materials and:

  • The hazards they present in laboratory, tactical, and field situations.

  • Detection, identification, and monitoring equipment as well as the use of the most suitable personal protective equipment, contamination control and decontamination procedures, and the employment of target mitigation techniques.

  • Knowledge of emergency disablement or deliberate disablement options for devices designed to disseminate said materials.

  • Understanding of electronics and diagnostic methods associated with IEDs to assess IED circuitry and determine the safest method of prosecution to build, diagnose, and prosecute circuits to include:

  • IED Electronic Components

  • Printed circuit board design and creation

  • Basic & Sophisticated Circuits

  • Resistor-Capacitor Timing Circuits

  • Practical Circuit Construction, Soldering, Breadboard Prototyping and Etching

  • Circuit Troubleshooting

  • Electro-Mechanical Devices and the application of DC Relays & Collapsing Circuits

  • Circuit Analysis

  • Proper Diagnostic Procedures

  • IED Component Diagnostics like Detonators, switches, and solenoid diagnostics

  • IED Circuit Diagnostics

  • Circuit Defeat

  • Pneumatic and hydraulic systems principles

  • Knowledge of the following:

  • Varying types of homemade explosives and their associated precursors with an emphasis on the refinement, concentration, combination, manufacture and/or dilution of precursor chemicals commonly or commercially available in targeted operational environments. Must understand the physical processing equipment and manufacture of homemade explosives in a safe environment.

  • Manual access tools and diagnostic techniques required to safely access and prosecute IEDs in any given environment or situation to include proper tool selection, techniques, and discipline against a variety of materials and threats.

  • Advanced neutralization techniques used to defeat of the operation, installation, diagnostics, and the prosecution of or bypass of intrusion detection systems like residential, commercial, and nonconventional alarm systems and sensors.

  • Variety of fabrication and design techniques to include additive manufacturing, 3D printing systems proficiency, subtractive manufacturing, Computer Numerical Control (CNC) machining, computer-aided design, and reverse engineering.

  • • Familiar with various manufacturing materials such as metals, polymers, fabrics, wood, glass, etc. is highly desired.

  • • Knowledge of Explosive Ordnance Disposal doctrine as outlined in current DoD publications to include:

  • o ATP 4-32.2 / MCRP 10-10D.1 / NTTP 3-02.4.1 / AFTTP 3-2.12, Multi-Service Tactics, Techniques, and Procedures for Explosive Ordnance (01 March 2024)

  • o ATP 4-32, Explosive Ordnance Disposal Operations (12 May 2022)
