Defense Threat Reduction Agency SUPERVISORY PHYSICAL SCIENTIST in Fort Belvoir, Virginia

Summary This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as Supervisory Physical Scientist, and Chief, Experimentation Branch, in the Strategic Engagements Division in the Research and Development (RD)-Chemical and Biological (CB) Technologies Department. Responsibilities As a SUPERVISORY PHYSICAL SCIENTIST at the GS-1301-15 some of your typical work assignments may include: Incumbent is responsible for managing a portfolio aimed at evaluating emerging technologies in the broad area of Chemical and Biological Defense (CBD) for the warfighter. Experimentation efforts include, but are not limited to the planning, coordination, and execution of Technology Concept Assessments, Technology User Assessments, and Advanced Technology Demonstrations. Requirements Conditions of Employment Qualifications You may qualify at the GS15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Expert technical and operational expertise in evaluating emerging technologies in the broad area of Chemical and Biological Defense (CBD) for the warfighter. Extensive knowledge and experience in Experimentation efforts, including the planning, coordination, and execution of Technology Concept Assessments, Technology User Assessments, and Advanced Technology Demonstrations to meet DoD missions, goals and objectives. Leadership - Experience directing and guiding multi-functional development teams, providing status and decisional briefs to senior leadership; experience with assessing, mentoring, and conflict resolution of team members. Experience leading and establishing interdepartmental and intergovernmental relationships and agreements necessary to accomplish programs. Technical project/program development and management - Extensive experience creating, building, guiding and assessing research and development programs/projects, including gap analysis, strategy development and implementation, and project initiation. Extensive experience providing direction and oversight to ensure the integrity and quality of the technical program planning and execution, compliance with policy and budget, consistency with mission priorities, and administrative productivity. Acquisition, Financial Management and Planning - DAWIA level 3 or equivalent experience and knowledge of DoD acquisition policies and procedures in order to evaluate program effectiveness, cost-efficiency, and achievement of stated goals and objectives to include the development of financial plans associated with complex multi-project research and development portfolios and managing financial resources to achieve obligation and expenditure goals and adjusting financial plans based on new/varying requirements. Extensive experience communicating both orally and in writing in order to convey technical issues in a programmatic arena to varying levels and background audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1301, series as listed below: 1301 Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Education Substitution of education may not be used in lieu of specialized experience for this grade level. You MUST provide transcripts or other documentation to support your educational claims. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. The incumbent will be required to become certified in the Practitioner tier within 4 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every year as a goal and 80 CLPs being mandatory within 2 years.
