Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a SUPERVISORY PERSONNEL SECURITY SPECIALIST at the GS-0080-13/14 some of your typical work assignments may include: Performs duties as the PERSEC Chief for DTRA's Personnel Security Program. Serves as an expert level technical and administrative advisor and consultant to the Director SC, Senior Leaders and staff on Personnel Security related issues. Develops, manages, and evaluates all aspects of the DTRA Personnel Security programs to ensure efficient compliance and execution. The position requires a mastery of Personnel Security programs and has a variety of duties concerned with optimizing the quality and effectiveness of service, responsiveness to requirements, utilization of highly specialized essential skills and compliance with regulatory requirements to the DTRA customer service and support program. Approves and implements National, OSD, and DoD policies and procedures, executive orders, and other government agency requirements; and establishes and prescribes DTRA policies to maximize the security posture in support of Agency missions. Ensures complete integration of related National, OSD, Personnel Security and Research Center (PERSEREC), Defense Counterintelligence and Security Agency (DCSA) and other Agency policies and processes as required in the development and execution of comprehensive DTRA programs. Maintains current knowledge of excising mission support requirements, ongoing issues affecting support requirements, and the status of issues that impact future requirements. Represents DTRA as the Agency technical expert for Personnel Security issues and programs at interagency, OSD, DCSA, PERSEREC and at the national level on committees and working groups, conferences and seminars designed to promote and address changes in security policies and technology. Develops long and short range goals and objectives, for the security service program. Reviews funding requirements and reprograms and commits resources within broad guidelines. Develops security plans that affect all DTRA employees and identifies individual, office, department, and Directorate-level actionable measures and procedures to address the various threats. Ensures that annual security reviews are conducted to determine DTRA's state-of-readiness against threats and provides analytical recommendations to strengthen the agency's overall security posture based on budget constraints, prioritization of resource allocation, and risk management. Provides direct support to the Chief of Security in the development and promulgation of security policies and procedures that are far reaching and affect effect all DTRA employees and concern issues that tend to be highly complex reflecting the wide diversity of locations, occupations and missions. Analyzes and solves difficult and complex security problems while de-conflicting and coordinating different competing program requirements. Supervises subordinate federal employees. Plans and assigns work to be accomplished by employees, develops performance standards and objectives, tracks quality of work, and evaluates performance. Interviews prospective candidates and recommends selection for vacant positions. Recommends promotion and reassignment of subordinate employees. Initiates changes in duties and responsibilities for reclassification of positions. Recommends employees for awards and bonuses. Provides advice, counsel and instruction; effects disciplinary measures; hears and resolves complaints and refers serious issues to a higher-level supervisor. Identifies developmental and training needs and ensures a training plan is established for each employee. Develops procedures and methods to improve quality of work and business practices, reduce barriers to productivity and promote team building. Advises and instructs personnel on professional work and administrative matters. Ensures fairness and equal opportunity in determining qualifications, selections, assignments, training opportunities, promotions, details, disciplinary actions, and awards for employees. Prepares briefings and reports for Agency senior leaders, higher-level managers, customers, and peers. Develops, reviews, and modifies Agency security training as needed. Conducts security training and education in security awareness events, Agency sponsored training, or other venues. Conducts debriefings and performs other related educational requirements. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience applying personnel security principles and methods to process initial clearances, periodic re-investigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes. Experience evaluating internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Experience applying the principles of supervising and evaluating federal employees. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert experience applying personnel security principles and methods to process initial clearances, periodic re-investigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes; Expert experience evaluating internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements, and; Expert experience supervising and evaluating federal employees.
