Wittenberg Weiner Consulting LLC Senior Program Analyst in Fort Belvoir, Virginia

WWC Global is seeking Senior Program Analyst(s) to provide management and technical support in the areas of Resource Planning, Resource Programming, Resource Budgeting, Resource Execution (PPBE) and other tasks as necessary to support INSCOM G8 and Major Subordinate Command (MSC) personnel in their budget and planning, management and execution requirements.

Responsibilities:

  • Provide senior level expertise for financial planning and program analysis supporting multiple intelligence programs and disciplines

  • Develop, prepare, review, analyze, coordinate and maintain data for the Planning, Programming, Budgeting, and Execution (PPBE) process

  • Identify programmatic intelligence and security shortfalls for the development, coordination and justification of comprehensive strategies to resource these shortfalls in the years of execution, the budget year, and across the fiscal years

  • MDEP, Project and Sub-Project Review

  • Requirements Justification

  • Provide senior level SME support of the Command’s development, submission, and defense of all of its MIP, NIP (comprised of FCIP, GDIP, NGP, and CCP resources), and Army programs including TRM resources.

  • Review, analyze, and recommend corrections and improvements to all standard Intelligence Resource Management databases.

  • Review related programming and budget data and provide senior level analysis and recommend strategies and courses of action

  • Use standard Army Manpower databases such as Structure and Manpower Allocation System (SAMAS) and Automated Stopper and Referral System (ASARS) to analyze, recommend and implement corrections and updates of data.

  • Maintain data in spreadsheets and prepare draft briefings in electronic format

This position is contingent on contract award. Multiple positions may be hired from this announcement.

Requirements

Basic Qualifications

  • Bachelor’s Degree in Finance, Business, Accounting, or Management.

  • Current, active TS/SCI security clearance.

  • Outstanding communication skills, influencing abilities, and client focus.

  • Demonstrated proficiency in using all Microsoft Office applications.

  • 10 years DoD Financial Management experience within the Intelligence Community.

  • Completed Fiscal Law, PPBE, and Intelligence Resource Management courses.

  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.

  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Experience in DoD financial and management systems such as GFEBS, IPBS, IRMIS, SAMAS.
