Description
ARA ‘s ISR division is looking to hire a Program Manager (Task Lead). As the Program Manage, you will supervise all contractor personnel assigned to support DTRA OI-CO Task Order. You will be the primary interface between DTRA and the contractor team for execution of the task order requirements and rapid response to client requests. The Task Lead serves as the contract manager responsible for the program management of the contract. The Task Lead serves as the contractor focal point for providing any and all program planning, management, review, oversight, and execution of this SOW.
Program Manager (Task Lead) Responsibilities:
Develop core training schedules, records, and risk management reviews in coordination with the DTRA COR/PM.
Independently plans, schedules and accomplishes work and makes determinations regarding the need for organizational or programmatic studies or review of operating processes that may affect budgeting and contract management processes.
Provide monthly reports, cost expenditures, training status, and equipment status to the DTRA Program Manager, as required.
Function as the business and programmatic coordinator for the contractor and contractor personnel.
Ensures established regulations, policies, and standards are met and enforced.
Ensures all contractor personnel are trained and qualified to support this task order.
Responsible for all personnel actions of contractor personnel under this contract, to include new hires, replacements, recruitment, and retention.
Ensure all contractor personnel meet the country specific requirements required for entrance into countries where exercise events are taking place.
Offer is contingent upon contract award.
Program Manager (Task Lead) Required Qualifications:
US citizen with a minimum Secret Clearance required to start. Must be able to obtain a Top-Secret clearance.
Bachelor's Degree or higher with 10 to 12 years of experience OR 18 years of professional experience in lieu of a degree
Must be able to obtain a US Passport
Knowledge of special operations missions, plans, tactics, techniques, and procedures and experience as it applies to DoD strategic level joint exercise planning and execution of DTRA support to CCMD Exercise and Training Transformation (CE2T2) Program Execution Plans (PEP) supported exercises and activities is highly desired.
Knowledge of the US Armed Forces Joint Training Program, the DoD Joint Training System (JTS) and supporting programs to include the Joint Training Tool (JTT), the Joint Training and Information Management System (JTIMS) and associated Joint Mission Scenario Development Tools used by DoD across the Joint Event Life Cycle (JELC) is highly desired.
Knowledge of relationships with other military programs and key administrative support functions to plan, develop, execute, and assess all aspects of the DoD Joint Training System.
Knowledge of DoD CWMD and Improvised Threat Networks (ITN) mission support relationships across the combatant commands, services, interagency, and multinational partners.
Knowledge of the capabilities and vulnerabilities associated with a multi-threat terrorist environment.
Skill and expertise in analyzing threat data and information for emerging trends, plans, intentions of hostile nations, organizations, and other relevant entities.
Ability to design, apply, and conduct and assess DTRA participation in comprehensive joint training exercises based upon Agency Mission Essential Tasks and priorities.
Ability to interpret varied, complex, and conflicting data and then draw sound conclusions and make recommendations.
Ability to plan, organize, and lead the execution of exercise tabletop studies or evaluations to support National Level Directives, DTRA missions, and/or DTRA support to CCMD campaign or contingency plans.
Work in an office and field environment
Possess effective oral and written communication skills, and proficient in using the Microsoft Office Suite of tools. Emphasis placed on PowerPoint, Word, Excel, and Visio.
Shall be able to travel worldwide on short notice and work non-standard hours. This includes obtaining the required immunizations.
Shall be able to perform duties in all weather and climate conditions and be capable of carrying loads of up to 60 pounds over uneven terrain.
Shall be capable of flying in utility helicopters for extended periods of time and be available for expeditious foreign travel for extended periods of time.
