Summary About the Position: Serve as an HR Specialist responsible for conducting Army -wide HR evaluations, audits, and specialist studies. These evaluations and audits are designed to assess the current state of Army's civilian HR program. The position is located at Fort Belvoir, VA. Responsibilities Assess the current state of delivery and execution of all applicable laws, rules, regulations and procedures in relation to various civilian human resources functional areas. Identify civilian human resources areas requiring further study or improvement. Write executive HR summaries and/or portions of reports for leadership to utilize when making program decisions. Analyze programmatic information to provide comprehensive assessment of program(s) success and deficiencies. Provide feedback in all civilian HR programs based on specific case findings. Furnish authoritative advice and counsel on the full range of matters pertinent to civilian HR program areas. Specialized Experience: One year of specialized experience which includes utilizing knowledge of various civilian human resources functional areas such as: staffing/recruitment, position management/classification, labor relations/management and/or employee relations to administer the evaluation program; applying analytical/evaluative techniques to determine the extent of compliance with existing civilian HR policies and procedures; analyzing civilian HR data to advise and explain personnel processes and procedures; and writing summaries/reports to identify systemic issues based on the results of civilian HR evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Compliance Manages and Organizes Information Personnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
