Job Description:
Parsons is looking for an amazingly talented Exercise Planner/Training Manager to join our team! In this role you will get to conduct exercise planning for various DoD training/exercise events IAW the Joint Training Manual for the Armed Forces of the US.
What You'll Be Doing:
Leads the planning for Joint Event Life Cycle (JELC) events. Exercise Planner/Training Managers provide comprehensive pre-exercise support throughout the entire JELC including exercise and scenario design and scripting and on-site support at the forward location. Must be in near continuous communication with SOFTSB personnel and adapt workload to accomplish multiple deadlines, exercise direction and judgement, and evaluate employee, subcontractor, and consultant performance.
Acts as the agency Officer of Primary Responsibility (OPR) for DoD Joint Training Plan designated exercise or training event.
Responsible for planning, coordinating, executing and supporting assessments of JTP exercises or training events as well as execution of this duty. This includes briefing agency involvement to senior leaders or designated representative during Exercise Integration Work Groups and Joint Exercise Training and Exercise Working Group.
Build training objectives in coordination with Combatant Command and Theater Special Operations Commands Lead Exercise Planners, Training Officers, and other participating units.
Coordinate with Combatant Command and Theater Special Operations Commands Lead Exercise Planners for Exercise Force Request sourcing in the Joint Training Information Management System (JTIMS) and the Joint Training Tool (JTT).
Support coordination with Combatant Command and Theater Special Operations Commands Lead Exercise Planners throughout the Joint Event Life Cycle (JELC). Prepares DoD leaders for Senior Leader Seminars and Key Leader Events as needed and supports After Action Reviews and tracks Corrective Action Program issues as appropriate.
Act as the agency Lead Exercise Planners (LEP) for DoD Joint Training Plan designated exercise or training event.
Agency’s primary representatives to the Combatant Command and Theater Special Operations Command and lead coordination with that sponsor throughout the JELC for DTRA participation and support.
Lead Scenario Development Working Groups, coordinate with OPRs, Officer of Collateral Responsibility, and Training Officers in scenario development, scripting, and observer control. Develops Exercise Force Request sourcing in JTIMS and JTT for the Combatant Command and Theater Special Operations Commands Lead Exercise Planners.
Provide budgetary information to the Agency OPR and coordinates Combatant Command and Theater Special Operations Command on CTP and Joint Exercise Transportation Program funds. Maintains and briefs exercise and training event specifics at the Exercise Integration Work Group.
Provide observations to the Agency OPR's briefs. Maintains a list of exercise or training event lessons learned and collaborates with the OPR on input into the After-Action Review and Corrective Action Program. Responsible for planning, coordinating, executing, and supporting assessments of training events and exercises.
Ensures established regulations, policies, and standards are met and enforced.
Ensures all contractor personnel are trained and qualified to support the DoD mission.
Responsible for all personnel actions of contractor personnel supporting their specific exercise or training event.
Ensure all contractor personnel supporting exercises or training events meet the country specific requirements required for entrance into countries where exercises or training events are taking place.
What Required Skills You'll Bring:
BS and 5+ years relative experience to the below or 10+ years of relative experience in lieu of degree.
Knowledge of special operations missions, plans, tactics, techniques, and procedures and experience as it applies to DoD strategic level joint exercise planning and execution of DTRA support to CCMD
Exercise and Training Transformation (CE2T2) Program Execution Plans (PEP) supported exercises and activities is highly desired.
Knowledge of the US Armed Forces Joint Training Program, the DoD Joint Training System (JTS) and supporting programs to include the Joint Training Tool (JTT), the Joint Training and Information Management System (JTIMS) and associated Joint Mission Scenario Development Tools used by DoD across the Joint Event Life Cycle (JELC) is highly desired.
Experience with other military programs and key administrative support functions to plan, develop, execute, and assess all aspects of the DoD Joint Training System.
Knowledge of DoD CWMD and Improvised Threat Networks (ITN) mission support relationships across the combatant commands, services, interagency, and multinational partners.
Experience with the capabilities and vulnerabilities associated with a multi-threat terrorist environment.
Skill and expertise in analyzing threat data and information for emerging trends, plans, intentions of hostile nations, organizations, and other relevant entities.
Ability to design, apply, and conduct and assess DoD participation in comprehensive joint training exercises based upon Agency Mission Essential Tasks and priorities.
Ability to interpret varied, complex, and conflicting data and then draw sound conclusions and make recommendations.
Ability to plan, organize, and lead the execution of exercise tabletop studies or evaluations to support National Level Directives, DoD missions, and/or support to CCMD campaign or contingency plans.
Have a current/active Secret clearance and the ability to obtain and maintain a Top Secret in the future.
