Job Description

The Purchasing Manager position is vital to the operation of the Procurement team as they utilize various purchasing methods to procure materials/services of difficulty, negotiate and issues solicitations. The Purchasing Manager supervises a team and is responsible for task assignment and coordination to ensure proper coverage. This position maintains relationships with suppliers and customers and provides training. The Purchasing Manager must balance priorities and work collaboratively within a cross-functional teams to ensure that all work is completed in a timely and accurate fashion.

Supervisory - 50%

  • Supervises six (6) Full-time staff and assigns work as required by business needs.
  • Trains and mentors on processes for new team members.
  • Reviews and approves time off requests.
  • Measures performance and provides support to staff.
  • Review performance to ensure work is being completed timely and helps to balance workloads.

Transaction Processing - 20%

  • Prepares and facilitates high level RFPs.
  • Negotiate contracts of difficulty.
  • Oversees the PCard program/compliance functions.

Policy and Procedures - 15%

  • Develops processes and updates purchasing policies.
  • Maintain documentation.
  • Provides training to internal and external customers.
  • Helps to ensure compliance with Federal, State, ABOR and university laws, regulations and policies.

Report Analysis - 10%

  • Prepares, records, verifies, and processes transactions for the university and responds to vendor and customer inquiries.
  • Prepares audit and spend reports.

Other - 5%

  • Special projects.
  • Other Duties as assigned.

Minimum Qualifications

  • Bachelor\'s degree in a related field
  • 1 to 2 years of management or supervisory experience.
  • 2 to 4 years of relevant experience.
  • Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications

  • Experience of management practices and principles.
  • Experience of purchasing and accounts payable principles and procedures, purchasing and contract law.
  • Experience of preparation of complex technical bids and proposals.

Knowledge, Skills, & Abilities

  • Knowledge with effective supervision, organization, and training
  • Knowledge with program development and execution.
  • Knowledge of coordination of activities, evaluating data and establishing priorities
  • Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint)
  • Skilled with supervising and training employees, to include organizing, prioritizing, and scheduling work assignments.
  • Skilled with organizational skills and strong attention to details.
  • Skilled with negotiations.
  • Ability to prepares and analyzes comprehensive reports.
  • Ability to works independently.
  • Ability to communic te effectively.
  • Ability to promote a diverse, inclusive environment.
