Location: Fayetteville, North Carolina – Fort Liberty

Type: ExemptWork Schedule: Full-time

Compensation: $83,000 - $93,000 (Skookum’s compensation strategy is to start new hires between the minimum and the mid-point of the posted salary range. Previous experience and education is taken into consideration when making an offer.)

Skookum is seeking a Site and Safety Health Officer with a professional and motivated attitude.

As a Site and Safety Health Officer (SSHO) you will lead, collaborate, execute, and support all aspects of Skookum’s Safety Program and Site Safety and Health Officer (SHO) contractual requirements at Ft. Liberty NC. This includes development and implementation of a safety program that complies with EM 385-1-1 and all applicable OSHA, DOD, Army, Federal, state, and local safety and health requirements. The SSHO will collaborate directly with Skookum’s Site Manager and the leadership team to create and sustain a positive employee-focused safety culture. The position will also collaborate with the Quality Manager and QC and Safety Technicians to ensure that safety is fully incorporated into the site’s Quality Control/Reliability/Safety (QCRS) framework. This position reports directly to the Ft. Liberty Site Manager and is fully supported by Skookum’s EHS Director located in Chester, VA and Skookum’s Corporate Safety Team.

Typical duties include but are not limited to:

  • The SSHO shall have full authority and responsibility for ensuring Ft. Liberty operations comply with all applicable state, Federal and customer requirements, including EM 385-1-1.

  • Site safety compliance will be achieved through the customization, implementation and update of the APP. APP activities will include developing an inventory of all safety hazards associated with and appropriate safety risk controls for all Skookum activities and facilities within which these activities occur. These evaluations will be formalized using the Activity Hazard Analysis (AHA) process; completed AHAs will be uploaded to Skookum’s mobile technology to enable real-time and ready access by facilities maintenance personnel, supervisors and leaders. Performs as-needed updates to the APP and any other safety programs or polices.

  • Through their own efforts as well as the efforts of the Quality Control and Safety Technicians and the collateral duty Safety Representatives, develop a robust safety inspection program that is integrated into the mobile technology. Do trends analysis on these inspection to identify areas of safety improvement on an ongoing basis.

  • Direct involvement in the investigation and reporting of all safety incidents and notice-only events in the Ft. Liberty workplaces. Partner with the Site Manager and the leadership team to conduct local and Home Office Green Table incident analyses using tools such as the 5 Whys and Human Factors Analysis Classification System (HFACS). This activity includes reporting all accidents, injuries, and illnesses to the Contracting Officer Representative (COR) in accordance with accident reporting procedures and timelines.

  • Responsible for the development and implementation of all safety training required by the APP, EM 385-1-1, and other relevant regulations and standards. Attend monthly National Safety Committee meetings.

  • Supports and trains the network of site safety representatives who are collateral duty front-line employees. These safety representatives promote on-the-ground safety awareness and prevention for the trades shops and employees.

  • Partners with the Site Manager and leadership team to sustain employee engagement in safe practices, including participation in the near-miss system. Responsible for the deployment, collection and analysis of Skookum’s annual Safety Culture Survey at Ft. Liberty. Collaborates with the Home Office safety team to design and produce site-relevant safety promotion materials.

  • Ensures safety performance data (incident, notice-only, first aid) is accurate and complete prior to input into Workday, Skookum’s HRIS system. Conducts routine reviews of this data to identify any negative trends that need to be addressed.

  • Must be able to read and understand the Performance Work Statement (PWS) and maintenance/construction standards.

  • Travel as required to other Skookum sites for knowledge sharing and Skookum home office in Bremerton, WA

  • All Other Duties as Assigned*

Qualifications:

  • A minimum of five years of continuous occupational safety experience in a dynamic construction, trades or manufacturing environment. Including previous supervisory/management of general construction or general industry safety programs (managing safety processes, conducting hazard analyses, and developing and implementing risk controls) is required. Experience must be within the last 10 years.

  • A Bachelor’s degree in Occupational or Industrial Safety, Industrial Psychology, Construction Safety or equivalent field is preferred

Physical Requirements:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.

  • Must be able to lift and/or move up to 45 pounds.

  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.

  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.

  • Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements:

  • OSHA 30 General Industry or Construction Industry is required

  • Third-party (AIHA, BCSP) certifications such as Certified Safety Professional, Associate Safety Professional, or Certified Industrial Hygienist are preferred

  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Skookum’s insurance.

  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
