Bureau of Reclamation Electrical Engineer in Farmington, New Mexico

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Electrical Engineer. Duty Location: Farmington, New Mexico This position is concurrently open to Merit Promotion eligibility under Announcement Number: BOR-UCB-25-12596276-MP-OPM. Responsibilities This position is in the Four Corners Construction Office Field Division (FCCO) of the Upper Colorado Basin, part of the Bureau of Reclamation, under the Department of the Interior. As an experienced engineer, the selectee will provide mentorship and expertise in electrical engineering across a range of complex projects and activities. Duties include but are not limited to: Performing electrical engineering design work related to the modernization of powerplants, dams, auxiliary equipment, and facilities. Developing layouts, performing calculations, preparing drawings, and finalizing designs for electrical equipment installations. Reviewing and updating electrical drawings to include all minor revisions, replacements, and additions of equipment to reflect actual field conditions. Providing project management for special projects related to electrical engineering. Conducting and overseeing tests and inspections of electrical facilities and equipment. BASIC QUALIFICATION REQUIREMENT for the 0850 series: Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. OR Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Successfully completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. OR Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. OR Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. In addition to meeting the Basic Qualification Requirement above, to qualify for this position, you must also meet the minimum qualification requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience for GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 2 of the following: 1) developing preliminary and final designs and specifications, cost estimates, for new or rehabilitation of electrical equipment and systems water storage, water conveyance structures and/or distribution facilities (e.g., dams, pumping plants, transmission systems, power generation systems, connected electrical facilities, switchyards, substations, water conveyance, treatment, and/or storage systems); 2) preparing comprehensive electrical design and solving design/ construction problems, and other engineering issues; 3) performing technical review of electrical design analysis, plans and specifications for contract documents, studies, reports, etc. to ensure accuracy, technical feasibility, and compliance with agency and other federal, state and local agencies; OR 4) designing or preparing technical specifications related to communications networks including optical carriers, local-area networks, mobile radio systems, telephone systems, telemetry systems, fire alarm and security systems and/or analyzing, troubleshooting, testing, evaluating, optimizing, and/or programming control systems (e.g.: PLCs and SCADA) used to operate water facilities. OR Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. OR Combination: Successful completion of a combination of education and experience as described above. When combined, equal 100% of the total requirement. To compute, first determine your total qualifying graduate level education as a percentage of the graduate education required; then determine your total qualifying experience as a percentage of experience described above; add the two percentages. The total percentage must equal to at least 100%. (Please note that only graduate education more than the first 36 semester hours may be used in this calculation.) Specialized Experience for GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 2 of the following: 1) managing or advising on data collection and preliminary and final electrical designs and specifications and cost estimates, for new or rehabilitation of electrical equipment and systems related to water structures and/or distribution facilities (e.g., dams, pumping plants, transmission systems, power generation systems, connected electrical facilities, switchyards, substations, water conveyance, treatment, and/or storage systems); 2) planning/leading complete design projects for electrical equipment and systems at pumping plants, water/wastewater treatment plants, switchyards, industrial plants, dams, involving various auxiliary equipment and systems; 3) Solving design/construction problems, and other engineering issues and performing technical review of electrical design analysis, plans and specifications for contract documents, studies, reports, etc. to ensure accuracy, technical feasibility, and compliance with agency and other federal, state and local agencies; OR 4) Managing, leading, reviewing, designing or preparing technical specifications related to communications networks including optical carriers, local-area networks, mobile radio systems, telephone systems, telemetry systems, fire alarm and security systems and/or analyzing, troubleshooting, testing, evaluating, optimizing, and/or programming control systems (e.g.: PLCs and SCADA) used to operate water facilities. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/29/2024. Education You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Field assignments may involve driving motor vehicles to work sites in remote locations requiring overnight stays. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time.
