Naval Medical Command FINANCIAL MANAGEMENT ANALYST in Falls Church, Virginia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING (N84) DEPT. of RESOURCE MANAGEMENT DIRECTORATE at the BUREAU OF MEDICINE AND SURGERY. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the NDAA Fiscal Year 2020 P. L. 116-92 amended Section 9905 of title 5, U. S. Code to streamline and simplify certain DoD civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the DoD. Responsibilities You will serve as the travel program manager for the Bureau of Medicine and Surgery (BUMED). You will serve as the Lead Defense Travel Administrator (LDTA) for the Defense Travel System (DTS). You will recommend/implement policy and procedures for all areas of the travel program. You will provide accounting quality assurance reviews and recommendations to peers. You will provide procedural guidance, policy, and oversight of the Government Travel Charge Card and Central Billed Account program. You will serve as the subject matter expert for all enterprise travel matters by answering policy questions and managing authority oversight of the program. You will provide procedural guidance, policy, and oversight of all activities within the Defense Travel System while serving as the Defense Travel System administrator You will perform independent projects requiring analytical skills, organizational and managerial abilities, outstanding oral and written communications skills, creative thoughts, negotiation, and consensus building skills and attention to detail. Requirements Conditions of Employment Qualifications To qualify for the GS-13 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing financial program management policy changes to determine process, program and organizational impacts Experience analyzing financial program management regulation and accounting information to provide accurate briefs and reports to senior management Experience analyzing financial program management processes to provide recommendations for improvement Experience analyzing financial programs proposals To qualify for the GS-12 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience tracking and analyzing data to ensure compliance with financial program policies and procedures Experience performing cost-benefit analysis of current and projected financial programs and operations Experience analyzing and evaluating financial program and accounting data Experience providing guidance on automated financial management systems (e.g., Defense Reporting System (DDRS), SYNCADA, Citibank, USBank, Defense Travel System (DTS), Navy Enterprise Resource Planning (ERP), General Fund Enterprise Business System (GFEBS), etc.) requirements as they relate to financial and accounting policies and procedures) Additional qualification information can be found from the following Office of Personnel Management web site: General Schedule Qualification Standards (opm.gov).
