ABOUT THIS POSITION:

The Department of Family Services (DFS) Adult and Aging Division welcomes applicants interested in the Statistical and Data Specialist position in the Quality Assurance Program.

  • Under direct supervision of the Quality Assurance manager, and working closely with Aging Division leaders, this position will provide data management, statistical analysis, and program evaluation across all divisional programs.

  • The position ensures to align DFS values are operationalized by ensuring data integrity, developing tools and methods to ensure county, state and federal performance standards and business strategies are met.

  • Coordinates and participates in all phases of the data analytics lifecycle, including but not limited to data entry, measure the impact of services, assess progress for state and county initiatives, demonstrate efficiency and effectiveness of program evaluation and data gathering methods, ensure data quality, identify gaps, and improve outcomes.

  • Evaluates business processes for data analysis purposes and may work closely with the Department’s Data Analytics Unit on various tasks to ensure Aging data is inclusive.

  • Tracks compliance and develops appropriate metrics to assess program performance and ensures compliance with all local, state, and federal regulatory reporting requirements.

  • Provides technical assistance to non-technical staff across the service continuum on data collection best practice, measurement, and monitoring. Works with program staff to develop internal capacity for data collection standards, data reporting for internal and/or external use, and develops data tools and reports to assist staff with monitoring and resolving data errors.

  • Prepares data to include cleaning, transforming, and integrating data for analysis. Ensures data report is complete, correct, accessible, and shareable for analytics projects. Resolves data that is incorrect, incomplete, improperly formatted, or duplicated.

  • Reviews the Area Agency on Aging’(AAA)s Aging Monthly Report (AMR) and ensures that data is being captured and reported to the state appropriately meeting set standards. Provides data-driven input on the AAA’s Area Plan and analyzes trends and data to inform data-driven decision making and quality improvement efforts for agency initiatives, including local, state, and federal reporting mandates.

  • Responsible for making recommendations for Area Plan performance targets and County Budget performance metrics by partnering with Division leaders to understand the work.

  • Analyzes and develops reports for internal and external audiences and manages a minimum of quarterly check-ins on performance targets. The position also facilitates data informed discussion on what is working well and what needs targeted attention.

  • Utilizes large, complex relational databases and statistical techniques to perform data analysis and program evaluation. Uses statistical packages, reporting programs and tools, and business intelligence software, including, but not limited to – PeerPlace, Harmony, Health and Human Services Information Management System (HHS-IMS), GIS, and PowerBI.

  • Synthesizes data from various systems and databases. Creates reporting tools, develops data visualizations, publishes reports and business intelligence dashboards for all levels of the organization to communicate progress towards set standards and metrics.

Utilizes large, complex relational databases and statistical techniques to perform data analysis and program evaluation;

Works collaboratively with leadership, staff, and partner agencies to assure a system-wide, coordinated approach to data collection and reporting;

Develops data sets, extractions, data standards, and data models to ensure complete, correct, accessible, and shareable data for analytics projects;

Identifies data errors and gaps that impact accurate reporting;

Recommends, and implements improvements, such as changes to business practices, data collection and related processes and procedures;

Ensures compliance with all local, state, and federal regulatory reporting requirements;

Synthesizes data, creates reporting tools, and develops data visualizations, published reports and business intelligence dashboards for all levels of the organization, providing data to support agency initiatives;

Works with program staff across the service continuum to develop capacity for data collection, internal and external reporting, and to develop data quality reports to assist staff with monitoring and resolving data errors;

Designs and runs database queries to assess or validate data;

Synthesizes data from various systems and databases; performs data cleansing and transformations to assess data quality; loads data and refreshes reports and dashboards, ensuring data consistency, accuracy, and completeness;

Verifies data accuracy and resolves data that is incorrect, incomplete, improperly formatted, or duplicated;

Provides technical assistance to staff on data collection, measurement and monitoring as needed;

Develops presentations, narratives, tables, and graphs in a variety of formats that are appropriate and understandable to a range to audiences

Required Knowledge Skills and Abilities

Knowledge of data management and process improvement;

Ability to analyze and evaluate business processes and procedures for data analysis and process improvement purposes;

Ability to translate technical terminology into simple language and concepts;

Ability to evaluate data completeness, accuracy, and inconsistencies;

Ability to provide technical assistance to non-technical staff;

Ability to effectively communicate with a wide variety of audiences;

Skills in data management, analysis, research techniques and development of reporting solutions.

Skills in statistical analysis techniques;

Skills in effectively utilizing a variety of software and reporting solutions, such as agency electronic health record, SAS, SPSS, SQL, ArcGIS, and MS PowerBI, to analyze and present data.

Health and Human Services

Knowledge of the mission, goals, and objectives of the behavioral healthcare system.

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field;

Plus two years of professional work experience in data research, quantitative analysis, statistics, data science or data analytics.

CERTIFICATIONS AND LICENSES REQUIRED:

None.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check.

PREFERRED QUALIFICATIONS:

  • Experience working cooperatively and successfully with internal stakeholders, cross-functional groups, and community partners.

  • Experience with processing and integrating complex data.

  • Experience with spreadsheet and statistical analysis software packages to store, analyze, manipulate, and present data.

  • Experience with speaking in public and giving presentations.

  • Experience with identifying possible solutions to solve problems and present ideas to staff.

  • Master's degree. Plus, two years of professional work experience in data research, quantitative analysis, statistics, data science or data analytics

PHYSICAL REQUIREMENTS:

Job requires walking, standing, sitting (for long periods of time), kneeling, reaching, bending.

Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer.

Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.

May be required to lift or carry up to 25 lbs., occasionally.

Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.
