Job Description:

The Service Delivery Manager will support the delivery of the Center for Medicare and Medicaid (CMS) with a focus on leading the effort to create Medicare Transaction Facilitator (MTF) services as part of the Inflation Reduction Act. The Service Delivery Manager will be expected to work closely with a Release Train Engineer (RTE) to execute against established plans and guide the Kanban Team to meet prioritized Planning Increment (PI) Objectives. The Service Delivery Manager will support managing timelines, resolving problems, and coaching team members on helping achieve the collective team goal, steer members towards keeping a focus on the team’s deliverables and Agile methodologies. The Service Delivery Manager will also work closely with Functional and Technical Leads to create and guide self-organizing teams that are flexible and fully productive during sprints. The Service Delivery Manager may be requested to assist in collecting, aggregating and presenting goals, timelines and metrics to achieve the desired outcome. This support includes all operational facets of MTF that are GDIT facing to meet the functional requirements unique to CMS.

The Service Delivery Manager will coach and support the functional Kanban Team responsible for assessing, analyzing, planning, implementing and deploying the MTF solution. They will work across the Program at times to maintain alignment with the MTF Roadmap and Strategic Plan with the goal of establishing a successful MTF experience.

The Service Delivery Manager will be responsible for assembling a team of skilled functional and technical resources from both GDIT as well as key partners. The Service Delivery Manager will assist with the implementation of the MTF as a managed service with measurable outcomes under continuous CMS review.

HOW A SERVICE DELIVERY MANAGER WILL MAKE AN IMPACT:

  • Forming and organizing a cross-functional, cross-organizational team of functional and technical experts in the MTF area.

  • Lead the planning, execution, and delivery of teams within the Scaled Agile Release Train (ART), ensuring alignment with the overall strategic objectives and priorities of CMS.

  • Organizing and facilitating team workshops, discovery activities, and Agile ceremonies such as continuous improvement initiatives, process reviews and Kanban meetings.

  • Making sure that work items flow through the Kanban System and ensuring that processes are working towards delivering customer satisfaction.

  • Working in conjunction with program executive leadership, Product Owner, functional and technical leads, RTE, and the customer to prioritize work for each planning increment.

  • Monitor delivery progress, identify potential risks and dependencies, and proactively address issues to mitigate impact on timelines and deliverables.

  • Identifying differences in understanding issues as they occur; working with the team to problem-solve or escalate to program executive leadership if needed.

  • Determining and removing impediments that interfere with the team’s ability to deliver goals and planning increment objectives.

  • Coaching a continuous improvement mindset and recommending adjustments to established delivery practices.

  • Facilitating communication among the team and the Agile Release Train.

  • Utilizing tools and reports, such as JIRA and Confluence, to collect, develop and analyze Agile data and metrics, managing progress daily and providing transparency on product and sprint backlogs.

  • Tracking and communicating team metrics and sprint/release progress.

  • Assisting the Kanban team in refining and sizing work items that are clearly articulated with well-defined acceptance criteria.

  • Assisting with backlog refinement.

  • Facilitating discussion and conflict resolution.

  • Promoting continuous improvement and helping teams to increase quality and throughput.

  • Promoting a collaborative team environment that fosters experimentation, creativity, and innovation

  • Utilizing professional judgement, critical thinking skills and research to improve processes and resolve issues affecting performance.

Coordinating with external vendors, contractors, and stakeholders as necessary to ensure seamless integration and alignment with CMS standards and regulations.

Preparing and presenting status reports, metrics, and updates to senior management and stakeholders, ensuring transparency and alignment with CMS goals and priorities.

REQUIRED QUALIFICATIONS:

  • 10+ years of related professional experience

  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline

  • 5+ years managing a project, leading a team of highly talented individuals towards a collective goal, and being held accountable for deliverables and work products

  • 5+ years’ experience in a variety of Agile approaches (Lean, SAFe, Scrum/LeSS, Kanban) and worked with multiple Scrum or Kanban teams in a variety of different contexts (different team sizes, different cultures, co-located vs. distributed, etc.)

  • Demonstrated experience with health care, data analytics/reporting or stakeholder engagement.

  • Good team player, able to manage multiple assignments, and adapt to changing client needs

  • Outstanding written and verbal communication skills with the ability to present business leaders

  • Ability to obtain a Public Trust

DESIRED QUALIFICATIONS:

  • Experience with Jira, Confluence, React, Snowflake desired

  • Experience with Health and Human Services, Veterans Affairs, and/or Military Health

  • Active CMS access including assigned CAG and PIV

LOCATION: Remote

This position requires a Public Trust Clearance. In order to obtain one, you have to have resided in the United States for 3 of the last 5 years.

The likely salary range for this position is $122,366 - $136,850. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
