ABOUT THIS POSITION:
Fairfax County Department of Family Services Domestic and Sexual Violence Services is seeking a highly motivated, mission driven, and strategic leader to join DSVS’ leadership team as we continue to operationalize our five-year strategic plan, measure impact through data, build our grants management and portfolio and engage with stakeholders to build communities free from violence. DSVS works with communities to transform society’s response to domestic violence, sexual violence, human trafficking and stalking by challenging oppression, collaborating to inform policy and providing all persons impacted by violence with equitable access to trauma informed support, advocacy education, and a space for healing.
Under the general supervision of the Domestic and Sexual Violence Services (DSVS) Division Director, this position independently directs and manages programs and services within DSVS that focus on preventing and addressing interpersonal violence in Fairfax County. This role entails planning, coordinating, directing, and monitoring a broad range of initiatives aimed at supporting county residents and communities impacted by domestic and sexual violence, stalking, and human trafficking. Also spearheads efforts to develop and enhance programs and services to mitigate and interrupt interpersonal violence in Fairfax County. Key responsibilities include providing supervision, support, review, and evaluation of crisis response services, administrative support, volunteer services, data analytics, and grants management. Fosters a collaborative and participatory work environment that promotes professional growth; works in partnership with county agencies, non-governmental programs, and community stakeholders to identify and address client and community needs, deliver services, and plan for future programming; and sets standards for high-quality work and oversee staff selection and retention.
This position ensures the coordination of administrative processes within the division, including the development and implementation of division-wide administrative policies, procedures, work processes, and activities. Also focuses on building and sustaining grants management capacity and integrating data analytics and decision-making into all aspects of the division. Assists the DSVS director in setting the direction and priorities for the division, supports the implementation of the DSVS strategic plan, manages auditing efforts, and serves as the primary designee for the division director when needed. Leverages best practices, data-driven decision-making, practice standards, and evaluation methods, and employs principles of project management and implementation science. Represents the division on agency-wide, county-wide, and state-wide workgroups and project teams. Performs other duties as assigned, contributing to the overall mission of DSVS and the Department of Family Services (DFS), as a member of the DSVS Management Team, and in relation to direct reports.

Guides program staff through the development of strategies that will strengthen programs and services;
In conjunction with the Division's Program Managers and Supervisors, ensures that services are provided to meet community needs and that they are delivered in accordance with the agency's expectations for quality customer service;
Plans, coordinates, develops, and directs comprehensive service programs;
Ensures that programs and administrative requirements (data collection, record keeping, reporting, etc.)are following applicable federal, state, and local laws, regulations, policies, and procedures;
Establishes goals, objectives and priorities for the programs and oversees evaluations of program outcomes to monitor their effectiveness;
In collaboration with the Division Director, develops new services or revises existing services, policies, and procedures in response to needs within the community;
Develops the staffing structure for the programs in accordance with guidelines established by the Division Director;
Ensures the workforce is appropriately balanced and culturally diverse to assure responsiveness to the diversity of the client population and the community;
Identifies inefficiencies, non-value-added activities, and quality barriers in existing job/team structure and works to reconfigure them to enhance organizational and staff development and continuous improvement;
Communicates performance expectations for service staff and programs, checks for understanding of performance expectations, and obtains agreement to performance goals;
Establishes means for monitoring and follow-up and ensures adequate training and resources are provided to help staff reach their goals;
Provides ongoing feedback and guidance without removing accountability and responsibility from staff and programs for action;
Serve as the Division Director's designee assigned to attend meetings or events and analyze and help direct multi-program issues;
Utilize data-driven approaches in making key programmatic decisions.
Required Knowledge Skills and Abilities

Knowledge of the principles and practices of human service programs and the services they provide, especially as they relate to division's service programs;
Knowledge of current social service programs and the methods and/or approaches used to address them;
Knowledge of the principles and practices of public administration (including procurement, budget, and management analysis) and the ability to apply them in a variety of human service programs;
Knowledge of federal, state, and county laws and regulations affecting human services programs and the ability to interpret and apply them correctly;

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in public administration, social work, human services, or a related field; plus, six years of professional experience in a human service field, including two years supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and a Child Protective Services Registry check to the satisfaction of the employer.
This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
Rotational, on-call coverage of evening, overnight, weekend and holiday shifts as needed and routine attendance at evening, weekend, and evening meetings and events
PREFERRED QUALIFICATIONS:
Knowledge of clinical and trauma-informed practice in service delivery, interpersonal violence from historical and current perspectives, and the principles of racial and social justice and equity in relationship to interpersonal violence prevention and intervention.
Ability to perform duties to support the work of core services in accordance with state, local and federal mandates, including the Violence Against Women Act.
Superior oral and written communication skills, including proven ability in drafting, review and feedback, and editing.
Ability to make oral presentations to department management, other departments, senior leaders, boards, commissions, and authorities, and the general public.
Significant operations management experience related to complex project development and management.
Experience in grant-writing, including review, monitoring, and evaluation.
Experience in development and oversight of budgets is important.
Proven ability to drive multiple aspects of initiatives and projects from inception to implementation within limited timeframe.
Strong interpersonal skills and ability to work in teams, across departments, and with both county and non-governmental sectors is imperative.
Must function as a collaborator, problem solver, and relationship-builder.
A master’s degree in public administration, human services field, law, or social work.
