Jennie Joiner with Robert Half is in search of a Procurement Manager to join our Eugene, Oregon client in the service industry. This role encompasses the supervision of our Procurement division's daily operations, ensuring adherence to policies and procedures, as well as managing budget and expenditures. Ideal candidate will have strong governmental procurement history (solicitations and contracts), with an aptitude to learn their industry quickly. Responsibilities:

• Oversee the daily operations of the Procurement division, ensuring compliance with organizational guidelines and policies.

• Develop and manage departmental budget, monitor expenditures to ensure compliance with budgetary definitions.

• Formulate departmental goals and strategic direction.

• Ensure cost-effectiveness in departmental operations.

• Administer District policies and procedures, particularly those directly associated with the department's functions.

• Direct the continuous training and education of departmental staff, providing leadership and coaching.

• Promote effective employee relations.

• Participate as a member on designated management teams.

• Manage the development, solicitation, negotiation, award, administration, and closeout of all purchasing and contracting activities.

• Interface directly with Executive Management, peer transportation company executives, local and state representatives, and outside contractors/vendors to share information, solve problems, set direction, and set priorities.

• Utilize skills in Enterprise Resource Planning, Commodity Management, Cost Savings, Logistics, Materials Handling, Budgeting, Department Goals, Expenditure, Monitor Expenditures, Policies And Procedure, Hiring Decisions, Hiring Processes, Employee Relations, and Government Procurement.

Requirements • Proficient in ERP - Enterprise Resource Planning and ERP Solutions

• Demonstrable experience in Commodity Management

• Proven track record in achieving Cost Savings

• Experience in Logistics and Materials Handling

• Ability to manage Budgeting and Department Goals

• Experience in monitoring Expenditure and implementing Policies And Procedures

• Proficient in making Hiring Decisions and managing Hiring Processes

• Demonstrated knowledge in Employee Relations

• Experience in Government Procurement

• Ability to handle multiple tasks and deadlines

• Excellent communication and negotiation skills

• Strong leadership and team management abilities

• Knowledge of relevant local, state, and federal laws and regulations

• Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
