Position Summary

The HR Operations and Payroll Manager is a critical member of the University Housing payroll team. This position manages and provides hands-on work for personnel and pay actions, annual processes, monthly payroll processing, and reporting for all employee groups in University Housing. University Housing is home to approximately 425 OA and classified employees, 1,000 student staff, and various temporary staff.

This position will also manage projects for strategic initiatives, plan and execute administrative processes, and recommend and implement process improvements.

This position regularly exercises independent judgment and develops unit policies and procedures involving personnel and office staffing resources. In addition, they interpret and apply the appropriate policies, procedures, rules, and regulations to ensure compliance with all applicable entities. This position will support and facilitate effective communication, high standards of workplace conduct, and interpersonal problem-solving with high levels of confidentiality, sensitivity, and cultural awareness. The position is expected to use diversity, equity, inclusion, and accessibility frameworks in every part of its responsibilities.

The person in this position reports directly to the Associate Director of University Housing HR. This position supervises a team of SEIU-represented classified staff as well as one OA staff member who carries out the personnel and pay actions of the University.

As the largest HR unit within the division of Student Services and Enrollment Management, this department will be part of a current transition to a shared services model. Responsibilities for this position will evolve, and it is important that the individual in this role is prepared to support and facilitate this transition and be adaptable to change.

Minimum Requirements

• Bachelor’s degree or two years equivalent experience and skills.

• Three years of experience in Human Resources and/or payroll-related work.

• Two years of supervisory or lead work experience of full-time staff

• Ability to handle sensitive and confidential materials and issues with care and tact.

• Ability to manage multiple priorities, identify long-range goals, design realistic plans to attain them, and meet deadlines.

• Ability to exercise sound judgment, diplomacy, and perceptual objectivity for effective decision-making.

• Ability to manage change in a complex environment and adjust planning and activities to support changing priorities.

• Knowledge of compensation-related laws, rules, regulations, policies, and collective bargaining agreements; understand their impact on the unit, and how to implement and apply them to maintain compliance.

• Ability to process a high volume of timesheets and pay actions in a timely and accurate manner.

Preferred Qualifications

• Work experience at a large university or public sector organization.

• Experience leading DEI organizational efforts.

• Human Resources credential (for example, SHRM-CP/SCP, PHR, etc.)

• Payroll credentials (for example, APA-FPC, APA-CPP)

• Experience with Banner or similar enterprise resource planning systems.

• Experience with UKG/Kronos or similar enterprise timekeeping systems.

• Experience applying collective bargaining agreements to personnel and pay actions.

• Experience giving presentations and/or training.
