University health service's top priority is to help students stay healthy, knowing that wellness contributes to academic and personal success. University health services is conveniently located in the heart of campus and offers many services to UO students, including medical care, counseling services, well-being programming, and much more. UHS is a nationally accredited, multi-specialty healthcare organization with more than 150 staff whose primary focus is the health and well-being of UO students. In addition to their board-certified primary care team, the staff includes a variety of specialties encompassing mental health, various therapies, and health promotion. Position Summary

Reporting to the vice president for student services and enrollment management (SSEM), the associate vice president and executive director of university health services (AVP/ED)

focuses on strategic processes consistent with the university's strategic planning and goals related to health care provided to current students. University health services is an integrated service providing comprehensive, best practice, health, mental health, and wellness programs. The AVP/ED specifically oversees the multiple departments inside the university health services, including primary care, psychiatry, nurse specialty, laboratory, x-ray, pharmacy, physical therapy/sports medicine, dental, central services, health insurance, health promotion, and counseling services. The university health services (UHS) portfolio has approximately 140 employees, and the university counseling services portfolio has approximately 60 employees, including officers of administration, classified staff, graduate employees, and student employees. The AVP/ED is directly responsible for the UHS annual budget of $14 million and oversees the $4 million university counseling services budget.

The AVP/ED provides consultation and advice to campus administration related to university health administration and programs that support student health and success on campus. The AVP/ED provides expertise in managing university physical and mental health services and wellness programs, regardless of funding source, and provides research and analysis to support institutional policy initiatives related to student health and wellness. The AVP/ED is expected to participate as a leader in national and state student health services and wellness discussions as an advocate for serving students through providing outstanding student health care across the campus, state, and nation.

The AVP/ED supervises the department administrative leadership team, comprised of the medical director, director of health practices, associate director of patient services and compliance, director of ancillary services, director of finance and business operations, director of counseling services, and an executive assistant.

The AVP/ED is committed to providing outstanding health care, both physical and mental, to facilitate the academic and social development needed for students to be successful at the University of Oregon (UO). The development and implementation of UHS programs and services must be implemented in a strategic and coordinated way to ensure that both present and future initiatives are supported and delivered with adequate resources and planning. This position requires the ability to balance the needs of ongoing operations in UHS while also developing newly configured responses to challenges, programs, and initiatives designed to meet changing population needs.

The AVP/ED must consistently and regularly assess program effectiveness and respond quickly to a changing marketplace by developing ideas, analyses, and creative solutions and assisting others in SSEM and across campus with developing and adapting health services, insurance, and care strategies to the marketplace. The AVP/ED is expected to compare local and national student healthcare strategies and provide guidance and leadership in selecting optimal approaches. The AVP/ED will lead UHS to establish a national reputation as a benchmark program for other flagship institutions.

The AVP/ED must be able to establish realistic timelines and effectively communicate plans and outcomes so management can deliver innovative solutions. Additionally, the AVP/ED will be critical in assessing UHS resources and contributing to division-wide resource allocations.

Identifying and resolving resource bottlenecks is essential for success in this role. The AVP/ED individual must be able to guide the allocation and re-allocation of existing and new resources and assist directors, associate directors, and assistant directors in developing their organizations as needed while maintaining the delivery of the university health services' existing services, programs, and resources.

Minimum Requirements

• Master’s degree or equivalent education and experience.

• Ten years of experience in a health care or higher education setting.

• Experience managing budgets and finances for an organization with multiple funding sources.

• Experience with electronic health records. demonstrated experience working with diverse populations.

• Extensive knowledge of university administration and national university healthcare trends, HIPAA, policy, and financing.

Professional Competencies

• A commitment to health, wellness, and academic success of undergraduate, graduate, and professional students from diverse backgrounds.

• Knowledge of medical and mental health best practices.Knowledge of and experience with quality improvement and accreditation standards and processes.

• The ability to do long-term and contingency planning, being responsive to a variety of issues in an environment of continual and frequently unexpected change.

• Ability to think strategically, solve problems, and provide a compelling vision while leading UHS in a manner that ensures student care, efficient operations, and a positive climate and culture for a diverse staff.

• Knowledge of federal and state law relevant to healthcare operations, including FERPA and HIPAA, coupled with the ability to apply all pertinent regulations to university policy.

• Strong interpersonal, leadership, and communication skills—an ability to convey information clearly and concisely in written and oral communication is critical.

• Ability to represent UHS in numerous settings and serve as a contributing member of the SSEM division-wide leadership team.

Preferred Qualifications

• A terminal degree in a field relevant to the position (e.g. nursing, MD, other health care, business).

• Ten years of experience in college health care or a closely related area of healthcare practice and administration.

• Five years as a Director of University Health Center/Services at a large research institution.

• Experience with quality improvement and accreditation standards and processes.
